Description

Synopsis: The Department of the Navy, Naval Supply Systems Command Fleet Logistic Center San Diego (NAVSUP FLCSD), intends to award a sole source contract under the authority of FAR 13.106-1(b)(1)(i) to B&B�s Aloha LLC (CAGE: 9CKP7), located in Haleiwa HI, for Helicopter Hoist Training Support Services in support of Helicopter Maritime Strike Squadron THREE SEVEN (HSM-37), Oahu, Hawaii. Description of Requirement: The contractor shall provide all personnel, equipment, vessels, materials, and supervision necessary to support over-water helicopter hoist training for HSM-37. Services include providing a vessel and qualified crew to support helicopter hoist operations, rescue swimmer deployment, rescue device delivery, and aerial approach evolutions in accordance with Navy and USCG safety and operational standards. The period of performance is from July 2026 to July 2027. Justification for Sole Source: Based on market research conducted in accordance with FAR Part 10, B&B�s Aloha LLC is the only known source capable of providing the required specialized services in the geographic area of Kaneohe, Hawaii. B&B Aloha LLC is the sole provider with the necessary certified crew, safety equipment, and displacement-hull vessel capable of stable hoist operations in open water, and is located in proximity to the HSM-37 training area. No other vendors were identified that can meet all technical, safety, and operational requirements, including familiarity with HSM-37�s safety protocols and coordination needs. Award to any other source would result in unacceptable delays, duplicative costs, and increased risk to personnel. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement by submitting a capability statement no later than 2:00 PM Pacific Time (PT), 07/01/2026. All responses received by the closing date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
