Description

REQUIREMENT: USCG, Surface Forces Logistics Center (SFLC) has a requirement for four (4) Sentinel Class MTU 20V4000M93L QL4 engine overhauls. Overhauls will be done in accordance with (IAW) the provided USCG Statements of Work (SOW)/specification and technical requirements provided by the original equipment manufacturer (OEM), Rolls-Royce Solutions America, Inc. Thus, the Government will allow competitive offers to be submitted; however, all offers must be based on having a current OEM distributor agreement with the ability to service OEM products, access proprietary OEM data and dynamometer test to full load, 4,216 KW, IAW OEM run-in/acceptance test procedures. Tests shall be completed on sight. The Government DOES NOT possess the necessary drawings or technical specifications, etc., to supply with this requirement. This information is proprietary to the OEM. At the present time, this acquisition is expected to be restricted to one source (specifically the OEM). The anticipated NAICS Code is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. Contact the point of contact (POC) for this Sources Sought with any proposed pricing scheme, delivery schedule or NAICS Code change issues. The contracted vendor will receive four (4) engines as listed in the contract by part number and associated national stock number (NSN). The engines will be evaluated by the vendor using provided USCG specifications and OEM technical requirements. The vendor will then provide the Contracting Officer (KO) and Contracting Officers Representative (COR) with estimated pricing for any contingency parts not included in the contract. The contract will establish the firm, fixed-price of open & inspection of the engines including providing an open & inspect report, standard labor, mandatory parts and typical contingency parts needed for overhauls. The firm, fixed-price for overhauls will include individual packaging/crating (as appropriate), marking and labeling, bar coding and shipping to USCGs central warehouse located in Baltimore, Maryland. Please see attached Sources Sought document for further details.
