Description
Pursuant to RFO 5.101(a), this notice serves as a synopsis of a proposed contract action announcement of the Air Force Installation Contracting Center, 338 Enterprise Sourcing Squadron, Lifecycle Training Flight (AFICC 338 ESS/PKAD) at Joint Base San Antonio � Randolph, TX (JBSA-Randolph) intent to utilize RFO 15 Sole Source Negotiation utilizing RFO 6.103-1 only one responsible source and no other supplies or services will satisfy agency requirements � Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Air Center Helicopters � (308 E. Renfro St #104, Burleson, TX 76208) for the provision of Rotary Wing Airlift Support Services for the Special Warfare Training Wing. ?The anticipated ordering period is 31 January 2027 - 30 January 2032. The justification for this sole source procurement is based on: Unique Capabilities:?Air Center Helicopters Inc. is the only vendor who meets the requirements. Specifically, ACHI is the only vendor operates both small and large airframe helicopters that meet the personnel, litter, and lift capabilities that SWTW requires, including: all rotary wing aircraft will be AMC CARB certified and listed on the CARB listing, rotary wing aircraft require cabin doors and FRIES bar on both sides of the aircraft, a functional hoist rating to 550 lbs, have a minimum of 8 NVGs available and on hand for all contractor aircrew members, and support for up to 8 combat personnel and one instructor minimum. Furthermore, the vendor must operate multiple airframes (small and large) of the same type, with the capability to provide a replacement aircraft at each location should maintenance issues require it within 36 hours to allow for mission continuation. ACHI is the only vendor that operates aircraft with the required specifications in sufficient numbers in their fleet to meet this requirement. THIS NOTICE OF INTENT TO SOLE SOURCE IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. However, interested parties who believe they can fulfill this requirement may, in response to this notice, submit a capability statement demonstrating their ability to provide an equivalent service. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the Government's discretion. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. ?
