Description

Additional information is provided in the attached document titled "IA02 PANMCC-25-P-0000 018707 SSN Submission Requirements." The contractor shall provide all labor, materials, and equipment required to manage the ATLP. These services include the identification of prospective licensees, negotiation of new licensing agreements, and management of all licensee accounts. The contractor shall maintain existing licenses (approx. 150) and generate new licensees authorized to market products bearing the Army's marks. The contractor's activities shall be an extension of the Army's existing marketing and advertising program, which targets two primary markets: young adults aged 17-24 and their influencers. The Government anticipates awarding a no-cost agreement where the contractor's compensation is a commission based on a percentage of royalty income generated. The period of performance is anticipated to be a one-year base period from 1 June 2026 to 31 May 2027, with four (4) one-year option periods. Required Capabilities The scope of work includes, but is not limited to, the following: Program Management: Full management of the ATLP, including developing an annual Strategic Licensing Plan. Licensee Acquisition: Identifying, screening, and negotiating with potential licensees. Financial Management: Collection and reporting of all royalties, and facilitation of payments to the Government. Brand Protection: Continuous monitoring of the marketplace for unauthorized use of Army indicia using an automated software platform and executing takedown actions. Technical Support: Operating and maintaining an online portal for licensee product design submissions and approvals. Audits & Reporting: Conducting licensee audits and providing regular performance reports to the Government.
