Description
The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization/PS8322, located at Building 3600, 2300 East Drive, Scott Air Force Base, Illinois 62225-5406 is issuing this notice of intent to inform industry contractors of the Government�s intent to execute a sole source award under Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The intended contractor is Institute of Electrical & Electronics Engineers (IEEE), Inc., located at 445 Hoes Lane, Piscataway, New Jersey 08854-4141. The DISA/Acquisition/Cyber Program Executive Office requires IEEE Xplore Digital Library subscription renewal. This procurement is being conducted using commercial items procedures pursuant to FAR Part 6 and Part 13, specifically FAR 6.302-1/DFARS 206.302-1, allowing the contracting officer to solicit from one source. The Class Justification and Approval for Software Support (Control Number JA21-011) will be used to cover this requirement. The North American Industry Classification System code for this requirement is 813920, Professional Organizations. The Product and Service Code for this requirement is 7A21, Information Technology and Telecom � Business Application Software (Perpetual License Software). The Small Business Administration size standard for this sector is $23,500,000. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available, and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
