U.S. General Services Administration (GSA) Sources Sought Announcement: Supply Side Energy and Management Services This is a Sources Sought announcement only. A solicitation is not available at this time, and this notice does not constitute a commitment by the Government. The GSA's Public Buildings Service (PBS) manages an extensive and complex energy portfolio, encompassing approximately 1,300 natural gas and electricity accounts, representing over $520 million in annual spend across 54 federal agencies nationwide. To ensure efficient and compliant management of this critical infrastructure, including meeting federal mandates for carbon pollution-free electricity, GSA is conducting market research to identify highly qualified contractors for Supply Side Energy and Management Services. GSA PBS seeks expert support in areas such as technical market advice, forecasting, and analysis; comprehensive program and acquisition management (from RFP development and pre-award services to account management and contract administration); specialized advisory services for portfolio optimization and renewable energy integration; and the facilitation of energy reverse auctions. Successful contractors will also possess in-depth financial and life cycle cost analysis capabilities and familiarity with Federal procurement and appropriations law. This market research, under NAICS Code 541690 (Other Scientific and Technical Consulting Services), aims to identify the full range of capable vendors, both small and large businesses, whose corporate experience and expertise will directly inform GSA's acquisition strategy. Technical Services Required: Program Management Renewable Energy Certificate (REC) attestation collection and reporting Contract component updates and calculations NGAP Inc. account management (minimum 398 accounts) Billing, payment, and account discrepancy resolution Information preparation for agency requests Advisory Services Weekly energy market condition updates Risk management strategy development Portfolio management recommendations Procurement strategy creation Renewable energy market analysis Pre and Post Award Services Data repository creation and maintenance Historical utility data collection Government POC and RFP participant engagement Energy supply RFP development Pre-proposal conference hosting Strategic pricing recommendations Interested Contractors are requested to provide their capability statement and a signed copy of the SF 1442 to the primary and secondary points of contact below.
