Description

Pre Solicitation Notice for Science and Technical Support Services for the U.S. Geological Survey (USGS), Earthquake Science Center (ESC). The Department of the Interior (DOI), Office of the Secretary (OS), U.S. Geological Survey (USGS) Acquisition Team intends to issue a Request for Proposal (RFP) for Solicitation No. 140G0326R0003. This acquisition will be solicited as a total Service Disabled Veteran Owned Small Business (SDVOSB) set aside. The Government anticipates awarding a Firm-Fixed Price (FFP), single award, five year Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with a planned start date of August 1, 2026. This requirement will be procured in accordance with FAR RFO Part 12 (Acquisition of Commercial Services) and FAR RFO Part 15 (Contracting by Negotiation). The solicitation will conform to FAC 2026 01, dated March 13, 2026 and applicable deviations. The USGS requires mission critical technical support with expertise in: - Geophysical monitoring network operations - Integrated scientific software and IT infrastructure - Ground motion monitoring networks - Product generation, data delivery, and 24/7/365 system availability Supported programs include the Earthquake Notification System (ENS), Northern California Seismic Network (NCSN), Pacific Northwest Seismic Network (PNSN), Southern California Seismic Network (SCSN), and the USGS ShakeAlert� Earthquake Early Warning (EEW) Project. The contractor will provide: - Customized scientific software/application development - Database development and administration - Systems administration - Seismic network engineering - DevOps engineering - Support for sensor networks, field telemetry, data processing centers, and alert distribution systems operated jointly by USGS and university partners across multiple regions The solicitation package - including the SF 1449, Statement of Work, and all required attachments will be posted on SAM.gov | Contract Opportunities on or about May 6, 2026.
