Description
Combined Synopsis/Solicitation & Notice of Intent to Sole Source This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in RFO Subpart 12.201-1, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested under Request for Quote (RFQ) Number W912DY26QA256 and a separate written solicitation will not be issued. The RFQ and redacted Justification and Approval (J&A) are attached to this notice. In support of the Washington Headquarters Services (WHS), the U.S. Army Corps of Engineers Huntsville Engineering and Support Center (CEHNC) has a requirement for Genesis 64 and SupportWorx software and support. The North American Industry Classification System (NAICS) code for this purchase is 541512. The Product Service Code (PSC) is 7A21. The proposed purchase order is being solicited on a sole-source basis to Mitsubishi Electric Iconics Digital Solutions (MEIDS) using Simplified Procedures for Certain Commercial Products and Commercial Services authorized under 41 U.S.C. � 1901 and implemented via RFO 12.102(b). Basis for Restricting Competition: The Genesis 64 software and its associated "SupportWorX" plan are proprietary products of MEIDS and there are no authorized resellers. Transitioning to an alternative software platform at this stage would introduce unacceptable operational risks and be financially prohibitive. It would require the complete abandonment of the current system and a full-scale re-engineering effort�including new software procurement, extensive code conversion, and a complete functional verification of the entire facility-related control system. MEIDS is the only source that can provide the required proprietary software licenses to prevent a critical service interruption, protect the Government's substantial past investment, and avoid the prohibitive costs and schedule delays of switching to an alternative solution. Interested parties may identify their interest and capability to respond to the requirement by submitting a capabilities statement no later than 12:00 PM Central Time on June 09, 2026. This notice of intent is NOT a request for competitive proposals. However, all responses received by 12:00 PM on June 09, 2026, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
