AMENDMENT 0002 - The purpose of this is to: (1) Incorporate a revised Performance Work Statement (PWS), dated 08 July 2026, which supersedes the original PWS in its entirety. The primary changes include a reduction in the total estimated annual student workload/throughput. Offerors are responsible for reviewing the revised PWS in its entirety. (2) Extend the quotation due date to 14 July 2026, 2:00 PM ET (3) Clarification of Award Basis (All, Some, or None): The Addenda to FAR 52.212-1 and FAR 52.212-2 are hereby updated to explicitly state that the Government reserves the right to make an award on an "all, some, or none" basis. The Government may choose to award a contract for a subset of the requested Contract Line Item Numbers (CLINs) if a partial award is determined to be advantageous to the Government or if the total price exceeds available funding. All other terms and conditions of the original solicitation remain unchanged. Offerors who have already submitted a quote are advised to submit a revised quote in response to this amendment. Additionally, this amendment posts the Government's responses to questions recieved after the question response time ended. NOTE: This extension does not extend the Q&A portion of this RFQ. The Question and Answer portion of this solicitation is closed. ********************************************************************* AMENDMENT 0001 - The purpose of this amendment is to extend this solicitation closing date from 06 July 2026 to 09 July 2026. Due to system errors, a SF modification to reflect this amendment will be issued at a later time. All other terms and conditions within this RFQ remained unchanged. NOTE: This extension does not extend the Q&A portion of this RFQ. ********************************************************************* GENERAL This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the Revolutionary Federal Acquisition Regulation Overhaul (RFO) part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number FA664326Q0003 is issued as a Request for Quote (RFQ) for turnkey training and program administration solution for Advanced Trauma Training courses, in accordance with the attached Performance Work Statement (PWS). This acquisition is set-aside for Small Business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. RESPONSE TIMES Quotations must be submitted electronically via email to the Contracting Officer at bianncia.glay@us.af.mil no later than the date and time specified in this solicitation (14 July 2026, 2:00 PM EST). The email subject line shall read: �Quote Submission: Advanced Trauma Training � [Insert Offeror Name]�. Questions must be submitted electronically via email to the aforementioned Contracting Officer. Note, questions must be submitted no later than Tuesday, 30 June 2026 by close of business. PERIOD OF PERFORMANCE Course shall take place from 31 August 2026 � 31 July 2027 QUOTATION SUBMISSION: Interested Offerors shall submit quotations in accordance with the attached SF1449. Detailed quotation preparation instructions, submission requirement s, and evaluation procedures are contained in the Addendum to FAR 52.212-1, Instructions to Offerors�Commercial Products and Commercial Services, and the Addendum to FAR 52.212-2, Evaluation Factors for Award. Offerors are responsible for reviewing the complete solicitation package and complying with all instructions and requirements contained therein. DESCRIPTION The Department of Air Force, Air Force Reserves Command (AFRC), intends to award a competitive commercial services contract for the delivery of advanced trauma and emergency medical training in support of operational medical readiness. This acquisition is being conducted as a commercial services acquisition using the policies and procedures of RFO Part 12. The Contractor shall provide a comprehensive, turnkey, non-personal services solution, including all personnel, management, instructors, facilities, equipment, course materials, administrative support, and other resources necessary to deliver nationally recognized trauma and emergency medical certification training for approximately 1,500 AFRC medical personnel during the period of performance. The requirement includes delivery of the following national recognized certification courses: Advanced Cardiovascular Life Support (ACLS) Advanced Burn Life Support (ABLS) Advanced Trauma Life Support (ATLS) Pediatric Advanced Life Support (PALS) TCCC-CLS (Tactical Combat Casualty Care - Combat Lifesaver) Trauma Nursing Core Course (TNCC) Training shall include classroom instruction, simulation-based learning, and hands-on skills training conducted at qualified civilian trauma centers capable of supporting advanced trauma education and clinical skills sustainment. All training shall be performed within the Continental United States (CONUS) and shall comply with the standards established by the applicable governing organizations, including the American Heart Association (AHA), American Burn Association (ABA), Emergency Nerses Association (ENA), American College of Surgeons (ACS), and Defense Health Agency (DHA), as applicable. The Contractor shall provide certified instructors, maintain all required instructor credentials, administer student scheduling and certification requirements, coordinate training resources, and furnish all equipment and facilities necessary to successfully perform the Performance Work Statement (PWS). Award will be made using the evaluation methodology identified in this solicitation to the offeror whose proposal represents the best value to the Government. CONTRACT LINE-ITEM STRUCTURE 0001 - Trauma Nursing Core Course (TNCC) � 150 ea 0002 - Pediatric Advanced Life Support (PALS) � 200 ea 0003 - Advanced Trauma Life Support (ATLS) � 150 ea 0004 - Tactical Combat Casualty Care - Combat Lifesaver (TCCC-CLS) � 500 ea 0005 - Advanced Burn Life Support (ABLS) � 100 ea 0006 - Advanced Cardiovascular Life Support (ACLS) � 300 ea *Note for CLINS 0001 � 0006: The Contractor shall provide all instructional labor, course materials, facility access, and certification processing required to successfully deliver the XX course in accordance with PWS Paragraph 2.1. The unit price represents the Firm-Fixed-Price to fully train and certify one (1) student. 0007 - Program Management & Administration � 11 months *Note for CLIN 0007: The Contractor shall provide all non-personal administrative, scheduling, and logistical support personnel necessary to manage the training program in accordance with PWS Paragraph 2.5. The unit price represents the Firm-Fixed-Price for one (1) month of continuous program management support. Invoicing is authorized monthly in arrears. APPLICABLE SOLICITATION PROVISIONS AND CLAUSES This solicitation incorporates all applicable solicitation provisions and contract clauses identified in the attached Standard Form 1449 and any accompanying solicitation attachments.
