Description PRESOLICITATION NOTICE: The Department of Veterans Affairs (VA) intends to solicit for prescription eyeglasses manufacturing services for eligible beneficiaries in quarter 4 of fiscal year 2025 (FY 25). The Department of Veterans Affairs (VA) has an ongoing program to provide prescription eyeglasses (both dress and safety) to eligible Veterans. The Contractor is to provide prescription eyeglass manufacturing and for beneficiaries of all sites of care detailed in the Statement of Work (SOW) and their entire catchment areas (including outpatient clinics) within the VA. The solicitation does not include services for optician support. This solicitation is set-aside for SBA certified service-disabled veteran-owned small businesses (SDVOSB s). Please be on notice, Quoters shall meet Nonmanufacturer Rule (NMR) requirements or fall under current NMR class waiver(s) which can be found at: www.sba.gov/document/support-non-manufacturer-rule-class-waiver-list The Department of Veterans Affairs intends to establish ID/IQ contracts. This solicitation will result in multiple awards. The ID/IQ s will cover the entire nation. The contract performance period is for ten-years inclusive of a five-year base period and one, five-year option period. Attached is the draft Request for Proposals (RFP) for your review and comments. Please submit questions or comments regarding the RFP by close of business 4:30PM EST on July 18, 2025. NOTE: The Government is not seeking pricing at this time.
