NOTICE OF INTENT TO SOLE SOURCE Department of Veterans Affairs Network Contracting Office 05 (NCO 5) VA Maryland Health Care System Title:� GE Radiology Equipment PM and Service Plan Notice of Intent to Award a Sole Source Procurement: The Department of Veterans Affairs, VA Maryland Health Care System (VAMHCS) intends to award a sole source, firm-fixed price service contract to GE Healthcare for the provision of preventive maintenance (PM) and service plan coverage for GE radiology equipment located at the Baltimore and Perry Point VA Medical Centers, under the authority of FAR 13.106-1(b)(1)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Justification for Sole Source: Scope of Work: The contractor shall provide support and maintenance, including repairs, software updates, clinical application support, travel, labor, and parts, as well as preventive maintenance in accordance with manufacturer recommendations and VA Biomedical Engineering s schedule for all GE diagnostic imaging equipment currently installed at the Baltimore and Perry Point VA Medical Centers. Any new GE diagnostic imaging equipment installed during the contract period and purchased under VA797H-17-D-0024 will be added by modification. The contractor must provide detailed service reports within two weeks of service completion. Unique Qualifications: GE Healthcare is the original equipment manufacturer (OEM) for the majority of the covered radiology equipment. The maintenance requires proprietary OEM parts, software, and technical expertise. Only the OEM or their properly authorized representatives have access to necessary OEM software updates, parts, clinical application support, and system configurations. The contractor must possess an active, VA-approved Memorandum of Understanding (MOU)/Interconnection Security Agreement (ISA) to provide remote support, as well as a Business Associate Agreement (BAA) for incidental access to Protected Health Information (PHI).
