Special Notice Page 3 of 3 NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Delivery Order under FAR Part 8, specifically FAR Part 8.405-6(a)(1)(B), Only One Available Source, and FAR 8.405-6(b), Items Peculiar to one manufacturer. The North American Industry Classification System (NAICS) for this requirement is 334516, Analytical Laboratory Instrument Manufacturing. The Federal Supply Class (FSC) is 6640, Laboratory Equipment and Supplies. The Small Business Administration (SBA) size standard for this sector is 1,000 Employees. The intended contractor is Agilent Technologies, Inc. located at 2850 Centerville Road, Wilmington, DE, 19808. Place of Performance is the Department of Veterans Affairs, Cooperative Studies Program (CSP), Clinical Research Pharmacy Coordinating Center. VA CSP intends to purchase one (1) of each 6475 Triple Quadrupole LC/MS System including its software, hardware, installation, and training service. VA CSP Clinical Research Pharmacy Coordinating Center requires Triple Quadrupole LC/MS system to conduct high-throughput analytical testing for precise identification and quantitation of compounds at trace levels. The required triple quadrupole LC/MS system will support drug-of-abuse testing with a clinical trial and core laboratory setting. Requested Triple Quadrupole LC/MS System is available under the existing Federal Supply Schedule (FSS) GS-07F-0564X, which is active until November 25, 2026. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available, and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear and compelling evidence that the responding company can provide the same items/services, and that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. All inquiries and concerns must be addressed in writing via e-mail to Hestia Sim, Hestia.Sim@va.gov with RESPONSE TO INTENT TO SOLE SOURCE Triple Quadrupole LC/MS System in the subject line. All interested parties who are responsible, certified, and capable may identify their interest and may submit a capabilities statement no later than 10:00 AM Pacific Local Time March 27, 2026, to the above-mentioned point of contact. The interested parties bear full responsibility to ensure complete transmission and timely receipt. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent.
