Synopsis of Contract Award FROM: AFTC/PZIOA 5 South Wolfe Ave, Bldg 2800 Edwards AFB, CA 93524-1189 1. Award Date: 27 Feb 2025 2. Contract Action Taken: Contract Award 3. PSC: S201 4. RFQ Date: 06 Feb 2025 5. Contract Number: FA930125P0018 6. Base and all options: $150,509.88 7. Contract Award: A firm-fixed price contract, FA930125P0018, was awarded to Muroc Joint Unified School District, 17100 Foothill Ave, Edwards 93523-3533 in the amount of $50,169.96 for STARBASE Custodial, Facility Maintenance, and Groundskeeping Services. Description of Services: The contractor shall provide basic facilities preventative maintenance checks and services (PMCS) as well as internal and external general maintenance, to ensure safe and predictable operations. Furthermore, the contractor shall deliver daily custodial services to maintain a clean, neat, and professional appearance, adhering to all applicable California health code standards for educational institutions. The work is expected to be completed by 26 Feb 2026 (26 Feb 2028 if options are exercised). This award is the result of a non-competitive, sole source acquisition as Muroc Joint Unified School District. The Muroc Joint Unified School District (MJUSD) is uniquely positioned to meet the requirements due to their established presence and operational experience with buildings 1595A/B. MJUSD is the owner of building 1595 A/B and currently has personal hired to maintain these facilities. MJUSD is located on the same site, eliminating travel costs and ensuring uninterrupted services. Their employees are already trained and experienced in maintaining these facilities, including specialized heavy equipment, which reduces the risk of damage and eliminates additional training costs. MJUSD personnel possess the necessary security clearances and current child background checks, which are critical for working around children. The following clearances must be conducted to be onsite during the day since students/children are present: *A current TB test and child maltreatment background check through the state of CA *Fingerprinting by the MJUSD ONLY *A Tier 1 Security Clearance and background check MJUSD's already vetted workforce avoids additional costs for security clearances/background checks and avoids any delays associated with onboarding new contractors, ensuring immediate compliance and uninterrupted services. MJUSD is sharing their already employed staff with STARBASE unit, allowing for significant cost savings. The government would not bear the full costs of these services. Contract award to MJUSD enables the government to share these expenses with them. Additionally, MJUSD has advised that third party contractors are not authorized to be around children without a district representative present and are required to be separated from students by continuous fencing, making MJUSD the only authorized vendor for these services and the only vendor who will satisfy agency requirements. 8.
