Description

NAVSUP FLC Philadelphia intends to solicit on another than full and open competition basis for ViaSat software licenses renewal and training support for JID. The procurement is being processed through other than full and open competition pursuant to the statutory authority of FAR 12.102(a). The Government intends to solicit and negotiate with L3 Harris on a sole source basis. The proposed acquisition is for the software license subscription renewal for the ViaSat Amalgamated Remote Management System (ARMS) / Link 16 Environment Gateway Simulator (LEGS) / Terminal Operational Environment Simulator (TOES) system (ARMS/LEGS/TOES) and to provide continued software maintenance support as a product. The ARMS/LEGS/TOES license is produced and manufactured solely by the original manufacturer ViaSat who was acquired by L3 Harris on 03 January 2023. ARMS/LEGS/TOES is a unique simulation system for the complex multiple tactical data link network (MTN) weapon systems including Link-16 equipped terminals. The ARMS/LEGS/TOES software is used to support the training of Joint Interface Control Officers (JICOs), and MTN planners. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 1 day after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely with the discretion of the Government. The Government will not pay for information received. The NAIC code is 541519-1.
