Description
The Centers for Disease Control and Prevention (CDC), Office of Acquisition Services, intends to award a sole source, firm-fixed-price purchase order to Abbott Laboratories, 100 Abbott Park Road, Abbott Park, Illinois 60064 under the authority of FAR 13.106-1(b)(1)(i). The anticipated award is for commercial services and is valued below the Simplified Acquisition Threshold (SAT). This procurement is for urgent maintenance and OEM support services for a Alinity I Analyzer service agreement used by the Division of Viral Hepatitis Laboratory Branch at CDC. The Division of Viral Hepatitis, Laboratory branch owns an Alinity I Analyzer instrument that is used to run antigen and antibody assays that are FDA cleared for Hepatitis viruses. This instrument is the only instrument which can run Hepatitis C core antigen ( a serological marker of active HCV infection) and is a prototype instrument for FDA presubmission assays for antibodies against Hepatitis D and Hepatitis E. Abbott Laboratories, Inc (Abbott) is the sole manufacturer of all Alinity I Analyzers. The objective of this request is to procure the corresponding Abbott support plan for the Alinity I Analyzer owned by the laboratory branch. The service agreement should include the following items: The Alinity I Always on 2nd Day service agreement will cover the Alinity I Analyzer instrument including all repairs, replacements, and labor incur by instrument failures. Unlimited service visits Monday through Friday from 8:00 a.m. to 5:00 p.m. (local time). Excludes holidays All repairs include parts, labor and travel Predictive maintenance (this is the AlinIQ charge seen in the quote) Response for emergency repairs within 24 hours of request Monday through Friday local time. The agreement should also include field application support Email and phone technical support must be available through the life of the agreement during business hours, Monday through Friday) As a result, this requirement will be processed under the Simplified Acquisition Procedures of FAR Part 13. Abbott Laboratories is the original equipment manufacturer (OEM) and the only known source with access to the proprietary reagents, diagnostics, and service infrastructure necessary to support the proprietary(Anility I Analyzer) model equipment system in accordance with manufacturer specifications. This is a combined synopsis/solicitation for commercial service prepared with additional information included in this notice. The solicitation number is 75D30126Q78791 and is issued on a Request for Quote (RFQ) form as appropriate. The combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07. The associated North American Industrial Classification System (NAICS) code for this procurement is 325413 with a small business size standard of 1,250 employees. The CDC intends to award a sole source firm fixed price purchase order to Abbott Laboratories. This is an open market posting with only one known qualified offeror. Responses must be received no later than the deadline listed above and must reference this RFQ notice, 75D30126Q78791. This contract action is for supplies and license services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested entities may identify their interest and capability with this requirement. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Any additional information received will normally be considered for the purpose of determining whether to conduct a competitive procurement.
