THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. SOLICITATION, SPECIFICATIONS AND DRAWINGS ARE NOT AVAILABLE. The tracking number for this announcement is W912P8-26-SS-0003. The purpose of this sources sought notice is to obtain insight into the interest, capabilities, and qualifications of firms; as well as assist the Government in preparing market research and establishing an acquisition strategy in support of this effort. The U.S. Army Corps of Engineers, New Orleans District seeks qualified firms interested and capable of meeting construction requirements of designing plans for and constructing floodproofing to support eligible properties in the Southwest Coastal Louisiana Nonstructural Risk Management Project (SWCLA). The following information is requested in this Sources Sought (SS) announcement with a limit of ten (10) pages for your response: 1. Organization name, address, email address, website address, telephone number, and business size (e.g. large business, small business, 8(a), HUBZone, SDVOSB, WOSB, VOSB, other) and type of ownership for the organization; include Unique Entity ID number and CAGE code. 2. What experience do you have with Louisiana Building codes, ICC Codes, and the ASCE 7-22 and ASCE 24-24 standards 3. Do you have experience managing and executing projects that include both design and construction of nonstructural solutions (property elevations, levees, floodwalls, door dams, or other floodproofing measures) to provide hurricane storm damage risk reduction in coastal areas of southwest Louisiana that are not otherwise protected against these risks and so are subject to tidal surge and waves from tropical storms? 4. Do you have experience with properly applying governing codes to the engineering design of nonstructural solutions (property elevations, property levees, floodwalls, door dams, or other floodproofing measures) to provide hurricane storm damage risk reduction in coastal areas of southwest Louisiana that are not otherwise protected against these risks and so are subject to tidal surge and waves from tropical storms? 5. Do you have experience managing and executing projects that include historic properties? (Have you elevated a historic property or a property within a historic district?) 6. Do you have experience working and complying with the Louisiana State Historic Preservation Office (SHPO) elevation guidelines? 7. Do you have experience in working in or around identified HTRW without disturbing or impacting it? (explainer, some structures will likely have HTRW that won�t be directly affected by the lift so the structure isn�t out of the program, but the KTR still needs to be careful around it during construction) 8. Do you have experience coordinating a large team of subcontractors to ensure all parties are given an opportunity to participate in the design process? 9. Do you have experience managing a large team of subcontractors and coordinating deliverables across disciplines to deliver completed products on schedule? 10. Are you familiar with USACE contractual requirements, such as developing plans, specifications, and design documentation reports, construction management processes, and safety requirements? 11. What is your experience with concrete slab elevations? 12. Have you ever used Ground Penetrating Radar to assess concrete slabs or performed concrete slab separations? 13. What experience do you have with dry floodproofing of buildings? 14. Do you have experience with project scheduling? If so, could you share the types of projects you've managed schedules for and the tools or methods you've used? 15. Have you ever provided hand calculations or finite element analysis to support design assumptions in relation to elevating a home, and have you ever had your calculations subjected to a technical peer review? 16. How long has your Designer of Record worked with your lifting contractor? 17. Do you have experience elevating structures in Southwest Louisiana? 18. How can we minimize the time of the homeowner being out of the house to a maximum of 4 weeks?
