Description

Request for Lease Proposal (RLP) LI-14305 of Approximately 25,778 Square Meters of Climate Controlled Warehouse and Maintenance Shop, Exterior Laydown and Parking Areas in Subic Bay Metropolitan Authority Freeport Area Republic of the Philippines. The United States of America acting by and through the Department of the Navy (DoN), hereinafter referred as �Navy�, seeks to award a five (5)-year Lease with no renewal options for space that meets the following requirements: Space offered must provide for approximately 25,778 square meters (SM) of Climate Controlled Warehouse and Maintenance Shop, Exterior Laydown and Parking Areas to accommodate approximately 63 personnel as described in Attachment A, Minimum Facility Requirements. The space shall primarily be used for storage and maintenance of vehicles and vehicle equipment; and Space offered must be located within the Subic Bay Metropolitan Authority (SBMA) Freeport area and be located within 16 kilometers (10 miles) of the Naval Supply Depot (NSD) Compound Entrance Gate located at Argonaut Hwy, Subic Bay Freeport Zone, Olongapo, Zambales, Philippines as described in Attachment B, Area of Consideration; and The Navy prefers for offered space to be ready for beneficial occupancy no later than 30 September 2026. Lease award is anticipated to be made no later than 31 January 2026. If awarded, the Lease must be executed no later than 30 September 2026. Offers for RLP LI-14305 are due by 14 November 2025 at 11:59 PM Hawaii Standard Time. All pre-proposal inquiries (PPI) in relation to this Request for Lease Proposal (RLP) LI-14305 must be addressed via electronic mail to the Real Estate Contracting Officer�s (RECO) designated representatives at the emails listed herein, and the Subject line shall be marked �RLP LI-14305�. Offerors are requested to utilize Attachment J � Pre-Proposal Inquiry (PPI) Form to submit questions, clarifications and other requests for general information to the following: Zachary Schuhart at zachary.t.schuhart2.civ@us.navy.mil Barbara Buckhalter at barbara.buckhalter@salasobrien.com All PPIs submitted and answered by the Navy shall be made available for all interested parties to review as an Amendment to the RLP and posted on SAM.gov. Offeror name and contact information shall not be included or shared in the Amendment. The first round of PPIs shall be gathered in advance of and then answered during the Industry Day planned for 14 October 2025. After that, additional PPIs can be submitted as described above. The deadline to submit PPIs is Monday, 03 November at 11:59 PM Hawaii Standard Time. A Virtual Industry Day is planned for 14 October 2025. The Industry Day will be held virtually and hosted on the Microsoft Teams platform. The event will be facilitated by NAVFAC Pacific Real Estate and is scheduled for Tuesday, 14 October 2025 from 1400 to 1500, Hawaii Time (15 October 2025 from 0800 to 0900, Singapore Standard Time).
