Please note this solicitation is not ready to be issued as of this date. The Embassy of the United States in Addis Ababa will launch the solicitation on the SAM.gov website on January 26, 2026. The U.S. Embassy, Addis Ababa is seeking the services of an insurance company (contractor) who can provide Group Life Insurance for approximately 1,018 locally employed (LE) staff. This contract is a fixed-price with an economic price adjustment requirement, under which the government will issue firm fixed-price task orders. The premium rate is in USD, per one thousand dollars of annual salary. The premium covers life insurance, accidental death, dismemberment insurance, and partial and total disability coverage. The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a quotation, which will be considered. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price type contract. The Government is planning a pre-quotation conference and the date for this conference will be in the solicitation. All contractors must be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to submitting an offer pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals. This opportunity is subject to 52.229-12 - Tax on Certain Foreign Procurements (FEB 2021) The Offeror shall include Defense Base Act (DBA) insurance premium costs covering employees. The offeror may obtain DBA insurance directly from any Department of Labor approved providers at the DOL website at http://www.dol.gov/owcp/dlhwc/lscarrier.htm. Your quotation must be submitted electronically in two separate folders (Financial vs Technical) to Addiscontract@state.gov Attn: Kathleen Edgin. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.
