The Government proposes to acquire a cost-plus-fixed-fee, single purchase type contract with a 5-year period of performance for the acquisition of material (hardware and software) procurements and/or experimentation and technology demonstration in support of range modernization, including prototype design and development for quick reaction test instrumentation requirements and assessment of potential technical investments for the Ronald Reagan Ballistic Missile Defense Tests Site (RTS) in support of the United States Army Space and Missile Defense Command (USASMDC). Performance Work Statement is available upon request. This item is restricted to: RADIANCE TECHNOLOGIES: 1H1J5. As a result, this acquisition is currently being procured under Federal Acquisition Regulation (FAR) 6.302-5, utilizing the Employee Stock Ownership Plan (ESOP) pilot program as implemented by Section 874 of the National Defense Authorization Act. The data needed to acquire these parts competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. All offerors must meet prequalification requirements in order to be eligible for award. Firms that recognize and can produce the required item described above are encouraged to identify themselves. Contractors are encouraged to seek source approval in order to compete for future solicitations by emailing inquiries to the POCs listed with this announcement. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation; however, the solicitation will not close prior to the date stated above.
