Description

Please see below for details surrounding the Government's intent to award a Hubzone sole-source contract to Tetrad Services, Inc. This is for the tear down, inspect, clean, and repair turbine generator #4 and associated auxiliary equipment at Eielson AFB's Central Heat and Power Plant (CH&PP). Turbine-Generator #4 is a 5 MW Worthington extracting steam turbine - Electric Machinery generator set, installed new in 1969. The contractor must demonstrate past work experience and logistical knowledge required for working in remote arctic environments. The project is subject to be completed by 30 Sept 2026. The Sole Source Justification will be posted to the Government point of entry (GPE) sam.gov post award. This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation notice as required by FAR Subpart 5.2 Synopsis of Proposed Contract Actions. 354 CONS intends to solicit and negotiate with only one source using the authority in FAR 6.302-5(b)(5) Sole Source award under the Hubzone Act of 1997. The Purpose of this action is to inform the industry of 354 CONS intent to sole-source a contract with Tetrad Services, Inc. The applicable NAICS code for this requirement is 333611 "Turbine and Turbine Generator Set Unit Manufacturing" with a small business size standard of 1,500 employees.
