THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. This notice is issued by the National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC) to post a Statement of Work (SOW) to solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. 1 x 500-Ton Trailer-Mounted Air-Cooled Chiller including all required electrical cabling, chilled water hoses, and connection hardware necessary to interface with existing portable chiller connections across KSC. The attached SOW is an Informational Draft Only. NASA/KSC is hereby soliciting information from potential sources for a 500-Ton Trailer-Mounted Air-Cooled Chiller. The chiller is required to be integrated with the trailer; however, the chiller and trailer may be provided by separate vendors. NASA/KSC is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses (SB) and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the 500-Ton Trailer-Mounted Air-Cooled Chiller. Vendors are encouraged to demonstrate capabilities as a prime, subcontractor and/or teaming partner. The Government reserves the right to consider a Small Business, Small Disadvantaged Business (SDB), HUBZone, Veteran Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business, and Women-Owned Small Business (WOSB) set-aside based on responses received. Respondents are requested to provide informed input on realistic and appropriate SB subcontracting and/or participation goals for the specific requirement. This type of feedback supports NASA�s market research and helps ensure the acquisition strategy is aligned with actual industry capability. Industry feedback is requested for: 1. SB Subcontracting goals; 2. Barriers that may limit SB participation, such as certifications, unique technical requirements, security needs, specialized tools, or high-risk performance areas and/or 3. Strategies to increase SB participation, including: � Breaking requirements into smaller components � Identifying areas appropriate for subcontracting � Considering teaming or mentor prot�g� approaches Interested firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement of no more than five (5) pages indicating the ability to perform all aspects of the effort. The requirements outlined within this request are intended to be met by commercial products. A page is defined as one side of a sheet, 8 1/2" x 11", with at least one-inch margins on all sides, using not smaller than 12-point type. Foldouts count as an equivalent number of 8 1/2" x 11" pages. Responses must be submitted electronically in portable document format (PDF), with searchable text. The capability statement must include: company�s name, address, and a point of contact (name, e-mail address, and address); Data Universal Numbering System (DUNS) number and cage code; number of years in business; annual receipts in accordance with 13 CFR 121.104(c) and the period of measurement used; company�s size and socioeconomic status under NAICS code 333415; ownership, affiliate information (as applicable) including parent company and joint venture partners; interest as a prime or subcontractor; interest in being included on an interested parties list; and specific capabilities relevant to the requirement. It is not sufficient to provide general brochures or generic information. The Government is also requesting industry feedback on the following questions: Does the proposed solution include additional corrosion protection suitable for coastal environments, and will the contractor certify that the protection system will maintain its durability for a minimum of four years with proper maintenance? Can the chiller be manufactured with legacy tube-and-fin condenser coils? Can Government technicians access local chiller settings without the use of proprietary, manufacturer-provided software? Can your company provide the chiller, the trailer or both? This feedback may be used as research information to support development of the acquisition and is excluded from the page limitation identified above. This RFI is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.
