U.S. DEPARTMENT OF THE TREASURY OFFICE OF TECHNICAL ASSISTANCE OPERATIONS ADVISOR The U.S. Department of the Treasury, Office of Technical Assistance (OTA) provides technical assistance to developing and transitional countries in five functional areas: banking and financial services, budget and financial accountability, economic crimes, government debt and infrastructure finance, and revenue administration. OTA is seeking an individual to serve as an Operations Advisor under a personal services contract for its Washington, DC-based technical assistance program. SCOPE OF POSITION The Operations Advisor will serve as a technical consultant for the Associate Director for Operations in the development and implementation of effective policies, procedures and operating norms that are compliant with Federal regulations, established Treasury policies and government-wide best practices. The Advisor will provide expert advisory support to OTA in strengthening contract management, acquisitions processes, IT budget oversight, and logistics transition planning. The advisor will work collaboratively with existing staff to identify gaps, recommend improvements, and ensure efficient use of resources. QUALIFICATIONS Qualified applicants will demonstrate proven experience with acquisitions, budgeting, and process improvement. Required technical expertise: Contracts and Acquisitions: Understanding of federal acquisitions processes, personal services contracts (PSC) contracts, and contracting officer engagement. Budget and Finance: Experience in federal budget planning, analysis, and resource optimization, including Information Technology budgeting. Process Improvement: Ability to assess existing workflows and recommend practical, efficient improvements. Communication: Excellent communication and collaboration skills, with proven ability to work effectively alongside existing staff and stakeholders. In addition, the following is preferred: Minimum of 15 years of experience in federal contracting, acquisitions management, or program administration COR level II or III certification Demonstrated experience advising on contract lifecycle management, budget oversight, and organizational process improvement Strong knowledge of federal procurement regulations and PSC contract requirements Proven track record of providing actionable recommendations without assuming direct ownership of staff responsibilities Experience working in hybrid work environment Experience working in M365 environment Please note: These are PERSONAL SERVICES CONTRACTOR positions; NOT civil service positions. U.S. citizenship is required. SALARY: In accordance with program regulations and based on demonstrated salary history, the current hourly rate is from $57.78 to $93.73 per hour.
