THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. Action: Notice of Intent to Sole Source KC-46 Production Extension (Pre-Solicitation Notice) Agency: Department of the Air Force Office: Air Force Life Cycle Management Center, FA8688 WLY Future Tankers Location: Wright-Patterson Air Force Base, OH 45433 Product Service Code (PSC): 1510 � Aircraft, Fixed Wing NAICS Code: 336411 � Aircraft Manufacturing Set-Aside: Not applicable This is a Pre-solicitation Notice, as required by FAR 5.201 (RFO 5.101), regarding a proposed contract action. The United States Air Force has a requirement to procure up to 75 KC-46A aircraft to continue the recapitalization of its legacy tanker fleet. This action includes continued full-rate production of the aircraft, product support, studies and analyses, as well as associated data, subscriptions, and licenses. Market research confirms that The Boeing Company is the only responsible source with the required facilities, security-cleared workforce, manufacturing tooling, and proprietary data to meet this Air Force requirement. This action is therefore a sole-source acquisition to The Boeing Company (CAGE: 81205), Everett, WA; competition is restricted in accordance with the authority of 10 U.S.C. � 3204(a)(1) as implemented by FAR 6.302-1 (RFO 6.103-1). The Government does not own the proprietary technical data package, including drawings, tooling designs, and manufacturing processes, required to manufacture the KC-46A aircraft. Therefore, this data will not be provided with any future solicitation or to other potential offerors. This notice of intent is not a request for competitive proposals and no solicitation document will be issued. However, all responsible sources interested in responding to this notice may submit a capability statement which shall be considered by the agency. Any capability statement shall include the following information: 1) information showing responsibility in accordance with FAR Part 9; 2) specific exception to the intent to procure on a sole source basis; 3) technical data showing the capabilities of the respondent to perform the work listed above; 4) past performance information on similar projects. The capability statement must provide clear and unambiguous evidence to substantiate the capability of the party to meet the requirement as listed above without substantial duplication of costs not expected to be recovered through competition or unacceptable delays in meeting the Government�s requirement. A request for documentation, or additional information or submissions that only ask questions will not be considered an affirmative response to this notice. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. Capability statements are due no later than 16 April 2026 at 1400 Eastern Time. It is the responsibility of the respondent to contact the Government to confirm receipt prior to the above due date and time.
