Description

The Federal Emergency Management Agency intends to negotiate on a sole source basis (IAW FAR 13) with American Council on Education (ACE), 1 Dupont Circle, NW, Washington D.C. 20036, as the only responsible source that is capable of providing services of reviewing the National Fire Academy�s (NFA) courses for college credit recommendations. ACE is the only source who can provide these services on a national scale, and contracting with ACE for these services will help the NFA expands the professionalism of the emergency management field and fosters FEMA�s ability to better execute its overall mission as the number and quality of emergency management related personnel is increased, which in turn translates into the saving of money, property, and lives. The period of performance will be a 1- year base period with four 1-year option periods for a total period of 01/01/2026-12/31/30. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13). The intended procurement will be classified under North American Industry Classification System (NAICS) 611710 with a Small Business Size Standard of $24M. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, sufficient to determine capability in providing the same product. All capability statements received within 10 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Katie Brown at kathryn.brown@fema.dhs.gov. Statements are due by 4:00 PM Eastern, 01 December, 2025. No phone calls accepted.
