Description

Amendment 001: The purpose of this amendment is to incorporate FAR clause 52.232-18, Availability of Funds; to update the site visit information; and to provide a revised Attachment 2. The site visit scheduled for Thursday, 5 February 2026, has been changed to 12:30 PM PST. Accordingly, Attachment 2, 'Addendum to 52.212-1 Propane IDIQ,' has been updated to reflect this change. All other terms and conditions of the solicitation remain unchanged. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. (ii). FA468626QS004 is issued as an RFQ. (iii). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04. (iv). This will be solicited as a Set-Aside Status: 100% Women-Owned Small Business set-aside, with an associated NAICS code 221210 - Natural Gas Distribution and a small business size standard of 1,500 employees. (v). A list of line-item number(s) and items, quantities, and units of measure is identified in Attachment 1, Solicitation - FA468626QS004. Offerors shall return completed as part of quote submission. (vi). This Requirement is for propane delivery, tank maintenance, and tank replacement services at Beale Air Force Base under an IDIQ contract with a maximum value of $3,400,000.00 over five years. Services include delivering propane to tanks ranging from 500-1,500 gallons with pricing based on weekly rack rates plus fixed delivery fees, performing preventive and on-call maintenance, and purchasing/installing new tanks as needed. All work will be ordered through individual task orders issued by the Contracting Officer and must comply with OSHA, DOT, NFPA, and Air Force safety regulations. (vii). Date(s) and place(s) of delivery and acceptance and FOB point will be detailed in each task order. Place of Contract Performance: Beale AFB, CA; Delivery: TBD at task order level. (viii). The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition and the specific information is identified in Attachment 2, Addendum to FAR 52.212-1 Propane IDIQ. (ix). The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, applies to this acquisition and the specific evaluation criteria to be included is identified in Attachment 3, Addendum to FAR 52.212-2 Propane IDIQ. (x). Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer. (xi). The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition and the supplemental information can be found in Section I, Contract Clauses. (xii). The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders [1] Commercial Products and Commercial Services, applies to this acquisition and the additional FAR clauses cited in Attachment 1, Section I - Contract Clauses, are applicable to the acquisition. (xiii). New propane tanks purchased under the contract must have a standard commercial manufacturer warranty covering defects in materials and workmanship, with the contractor responsible for coordinating warranty claims and repairs. The contractor must avoid voiding any existing warranties when performing repairs and must get written authorization before doing any work that might affect warranty coverage. All warranty-related repairs and replacements must be performed in a timely manner at no cost under the warranty terms. (xiv). The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable. (xv). Ouotes are due Thursday, 19 February 2026 at 10:00 AM PT to the POCs listed below. (xvi). All questions and answers will be provided to all potential offerors and posted on SAM.gov for public access. A site visit will be offered, and attendance is highly encouraged. The site visit is scheduled for Thursday, 5 February 2026 at 12:30 PM PST. The meeting place will be the 9th Contracting Squadron located at 3500 B Street, Bldg. 2529, Beale AFB CA 95903.
