Sources Sought Synopsis FROM: Erika Bell /409 SCMS/GUMA TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers for the C-5 AFCS and CNP Integrated Panel, NSN: 5998-01-599-8134UC and NSN: 5998-01-599-9341UC SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the AFCS and CNP Integrated Panel, NSN: 5998-01-599-8134UC (PN: 4V91084-101A) and NSN: 5998-01-599-9341UC (PN: 4V91083-101A). ITEM DESCRIPTION: The AFCS Panel provides the controls and indicators for automatic flight control of the aircraft. Complete redundancy is provided through the use of two General Purpose Panel Interface (GPPI) stack assemblies, two independent power input buses, and two independent edge lighting and annunciator lighting buses. The redundant channels share a single set of controls on the integrated AFCS panel. Failure to repair and produce serviceable assets will cause grounding of C-5 aircraft. The current sustainment life cycle for these items is 2040. Impediment to Competition: The original equipment manufacturer for this item is Ducommun, CAGE: 08719, which maintains its data and repair. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Ducommun, CAGE: 08719, is the only known source with adequate knowledge of the C-5 AFCS and CNP Integrated Panel performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST: The DLA/AWB Contracting Office intends to award a sole source contract to Ducommun, CAGE: 08719, for the manufacture of the C-5 AFCS and CNP Integrated Panel, NSN: 5998-01-599-8134UC and NSN: 5998-01-599-9341UC in support of the C-5 program. Other interested parties may identify their interest and capability to respond to the requirement no later than 22 Oct 2025 by emailing Roberto Martinez-Perez, PCO, roberto.martinez-perez@dla.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
