Description
Description: The Naval Air Systems Command (NAVAIR) intends to negotiate and issue a Firm Fixed Price contract with Tactair Fluid Controls, Inc (Tactair) 4806 West Taft Rd. Liverpool, New York 13088 on a sole source basis for the procurement of an update to United States Marine Corp (USMC) AH-1Z/UH-1Y (H-1) Technical Manual NAVAIR 03-30ET-63 in support of H-1 aircraft future readiness and maintenance. Specifically, the USMC H-1 Technical Manual update procured under this effort shall include clear and precise redlines of the changes to the Technical Manual for H-1 personnel to pursue future intermediate repair capability of the Hydraulic Reservoir Filter Module Assembly. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 3204(a)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.103-1, in that Tactair is the only responsible source and no other supplies or services will satisfy Marine Corps requirements. Tactair is the sole owner of the technical data required to update the Technical Manual NAVAIR 03-30ET-63 and the only known source that possesses the data, technical skills and requisite knowledge to update USMC AH-1Z/UH-1Y Technical Manual NAVAIR 03-30ET-63 to fulfill this need in a timely manner. This notice is for information purposes only. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
