Description

The U.S. Geological Survey (USGS) plans to award a non-competitive purchase order to InnovaSea Marine Systems Canada Inc., DBA Vemco, for 15 acoustic tags and 5 acoustic receivers. There are no option year periods. The Eastern Ecological Science Center possesses an established network of IMS-Vemco acoustic telemetry receivers that require compatible equipment for continued operation. IMS-Vemco is the only vendor that can provide the required equipment because its technology is proprietary and not based on open standards. As a result, only IMS-Vemco fish tags are compatible with the acoustic receivers already used by USGS and its regional partners, including MATOS. Use of non-compatible equipment would prevent integration with the existing telemetry network and limit data collection efforts. IMS-Vemco systems also enable USGS to collect and manage data in compliance with Endangered Species Act reporting requirements. In addition, IMS-Vemco exclusively manages the tag ID database, which is necessary to prevent signal interference and ensure data integrity. Innovasea is the sole developer, manufacturer, and supplier of the Vemco line of acoustic telemetry tags and associated software, and no other manufacturer's equipment is compatible with the existing system. In accordance with FAR 5.207, all responsible sources may submit a bid, proposal or quotation which shall be considered by the agency, however, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b). Email responses to rlanderson@usgs.gov. The North American Classification System (NAICS) code is 334290. The size standard is 800 employees. The anticipated contract will be firm fixed-price. A vendor must be registered at https://www.sam.gov/portal/public/SAM/ to be awarded the contract.
