Description
The requirement will be sole sourced to ZOLL Medical Corporation, 269 Mill Road, Chelmsford, MA 01824, for the provision of ZOLL defibrillator replacements for units that have reached end-of-life status, including proprietary software, configuration, installation support, training, and associated manufacturer services required to support VA clinical operations. ZOLL Medical Corporation is the original equipment manufacturer (OEM) and the only source authorized to provide the required proprietary software, configuration, and technical support necessary to ensure compatibility with the existing ZOLL defibrillator platform currently deployed within the facility. The manufacturer maintains exclusive rights to the device firmware, diagnostic tools, and system architecture required to configure and support these life-saving medical devices. The manufacturer also maintains control over software updates, device configuration protocols, and authorized service procedures. A sole source letter received from **ZOLL Medical Corporation indicates that the manufacturer does not authorize third-party vendors to perform software configuration, firmware updates, or technical servicing on ZOLL defibrillator systems due to the proprietary nature of the hardware and software. Engagement of unauthorized third-party vendors may void applicable warranties and service agreements and could result in system incompatibility or failure to meet manufacturer performance specifications. This procurement also requires manufacturer-level configuration, software updates, and diagnostic capabilities to ensure proper operation and continued compliance with manufacturer safety standards. Use of non-authorized service providers may compromise system functionality, patient safety, and device reliability. This procurement is being conducted in accordance with **Federal Acquisition Regulation Part 6.103-1 and **Federal Acquisition Regulation 13.501, soliciting from a single source. The applicable NAICS code is 339112 Surgical and Medical Instrument Manufacturing, which has a size standard of 1,000 employees. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit information no later than 11:59 p.m. CST, April 09, 2026 to: mario.russell@va.gov Responses received will be evaluated; however, any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Determination by the Government not to compete with the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
