January 17, 2019 HANFORD CENTRAL PLATEAU CLEANUP CONTRACT (CPCC) – REVISED DRAFT REQUEST FOR PROPOSAL In alignment with the Special Notice – "Modification to EM End States Contracting Model (ESCM)," released to Industry on December 12, 2018, (https://www.emcbc.doe.gov/SEB/em_escm/News%20and%20Announcements.php), and the Special Notice – "Update to Request for Proposal Release Time Frames for the Central Plateau Cleanup Contract (CPCC) and Tank Closure Contract," dated January 7, 2019 (https://www.emcbc.doe.gov/SEB/CPCC/News%20and%20Announcements.php), the Department of Energy (DOE) is releasing the CPCC Revised Draft Request for Proposal (RFP), Solicitation No. 89303318REM000008, for advance industry feedback. EM appreciates all stakeholder feedback received to date on the End State Contracting Model (ESCM). The comments received were thoroughly reviewed, generated considerable internal discussions, and resulted in refinements to the ESCM and the CPCC RFP. DOE IS NOT REQUESTING PROPOSALS AT THIS TIME, AND INTERESTED PARTIES SHALL NOT SUBMIT PROPOSALS IN RESPONSE TO THE REVISED DRAFT RFP. DOE WILL NOT EVALUATE ANY PROPOSALS RECEIVED IN REPSONSE TO THE REVISED DRAFT RFP. PROPOSALS SHALL BE SUBMITTED ONLY IN RESPONSE TO THE FINAL RFP, CURRENTLY ANTICIPATED TO BE ISSUED IN LATE JANUARY OF GOVERNMENT FY2019. DOE hereby invites all interested parties to thoroughly examine the Revised Draft RFP and the accompanying procurement website (https://www.emcbc.doe.gov/SEB/CPCC/) in their entirety and to submit comments in writing to the following email address: CPCC@emcbc.doe.gov. Prior to issuance of the Final RFP (for which a 30 day proposal preparation period is anticipated), DOE will consider the comments received from interested parties in response to the Revised Draft RFP. In particular, DOE is seeking feedback from interested parties on the following: 1.Are there any questions or concerns on the guaranteed minimum in Section B.3 of the Master Indefinite Delivery/Indefinite Quantity (IDIQ) contract? 2.Is the fee structure identified in Section B of the Task Orders clear? If not, what is unclear and how can it be improved? 3.DOE has posted a significant amount of information to the Environmental Management Consolidated Business Center (EMCBC) CPCC acquisition website’s documents library to assist in preparation of technical and costs proposals. Does the Revised Draft RFP and CPCC acquisition website contain all of the information necessary to reasonably prepare a technical and cost proposal for the work detailed in Task Orders 1, 2, and 3? If not, what additional information is needed to be able to submit a proposal? If something is unclear, please identify it and specify how it can be improved (e.g., provide/clarify cost assumptions, provide assumed costs, etc.). Interested parties will have until January 28, 2019 to submit comments regarding the Revised Draft RFP. All comments shall be submitted in the Microsoft Excel format provided on the procurement website, separated by RFP section and/or task order number. Please do not make any changes to the Microsoft Excel formatting with the exception of adding rows as needed. DOE will not respond to or post on the procurement website any verbal or written questions or comments pertaining to the Revised Draft RFP; however DOE will consider comments prior to issuance of the Final RFP. Interested parties will be given the opportunity to submit questions and comments in writing for DOE response once the Final RFP is issued.
