Sources Sought Notice 1305M226R0008 National Oceanic and Atmospheric Administration (NOAA) Office of Marine and Aviation Operations (OMAO) Rescue Boat Replacement for NOAA Ship Oregon II This Sources Sought Notice is for planning purposes only and is not a Request for Proposal. The National Oceanic and Atmospheric Administration (NOAA) Office of Marine and Aviation Operations (OMAO) Eastern Acquisition Division (EAD) is currently conducting market research, in accordance with Federal Acquisition Regulation (FAR) Part 10, to gather information to identify potential sources in preparation for an upcoming procurement as well as information on the current capabilities of business within the market. OMAO, in support of Marine Operations Center Atlantic (MOC-A), has a requirement for a new fast response boat that fits within the current location and existing equipment used for deploying the current rescue boat aboard NOAA Ship Oregon II. The North American Industrial Classification System (NAICS) code for this requirement is 441222, Boat Dealers, with a size standard of $40.0 million. All types of business sizes and socio-economic concerns are encouraged to respond to this Sources Sought Notice. Vendors that believe they have the capabilities to provide this requirement as outlined in the DRAFT Statement of Need (Attachment 1) are encouraged to reply. Interested vendors should submit a Capability Statement in response to this Sources Sought Notice. Submitted Capability Statements shall include the following: Company name and address; SAM Unique Entity Identifier; Applicable General Services Administration (GSA), Federal Supply Schedules (FSS), and Schedule Item Numbers (SIN) (include all that apply to this requirement); Type of business (e.g., large business, small business) and Small Business Administration (SBA) certified small business concern status and/or socio-economic status (veteran-owned small business, 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/ or women owned small business) as validated via the System for Award Management (SAM) and based on the anticipated NAICS code identified above (if applicable); NAICS code; Primary point of contact (Name, Title, Phone, and Email); A description of the company�s ability to fulfill the requirements of the DRAFT Statement of Need. Standard brochures will not be considered a sufficient response to this notice. Interested sources shall submit an electronic copy of their capability statement to Whitney, Weireter, Contracting Specialist, at whitney.weireter@noaa.gov and Andrew Northcutt, Contracting Officer, at Andrew.Northcutt@noaa.gov no later than 2:00PM EST on February 10, 2026. This is not a request for proposals. The Government does not intend to award a contract based on this Notice and will not provide reimbursement for costs incurred by interested parties providing the information requested herein. Capability Statements will not be returned. Information received will be used solely to make an informed decision regarding a potential procurement. Responses to the Sources Sought Notice are not offers and cannot be accepted by NOAA to form a binding contract. The responses received to this Sources Sought Notice will help determine any potential socio-economic set-asides and to determine if industry is able to fulfill this requirement.
