Presolicitation Notice/Advertisement GSA Public Buildings Service U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space: State: TX City: Austin Delineated Area: North - Highway 183 to McNeil Drive to W. Parmer Lane. East - Highway 1 to Gracy Farms Lane to Metric Blvd to W. Braker Lane to Ptarmigan Drive to Topperwein Drive to Mearns Meadow Blvd. to Golden Meadow Drive to Rutland Drive to Mountain Quail Road to W. Rundberg Lane to Northgate Blvd to Highway 183. South - W Anderson Lane to Highway 1 to Far West Blvd to Ladera Norte to Backtrail Drive to Cedro Trail to Driftwood Drive to Lakewood Dr to Highway 360. West -Highway 360 to Great Hills Trail to Jollyville Rd to Highway 183. Required Sq. Ft. (ABOA): 9,265 Space Type: Office Parking Spaces (Total): 29 on-site Secured Parking Spaces for GOV�s (see below for additional details). Full Term: 15 Years Firm Term: 15 Years Additional Requirements: General Building/Space Condition Space shall be located in a modern quality building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum, or other permanent materials in good condition and acceptable to the GSA Lease Contracting Officer. If not a new building, the space offered shall be in a building that has undergone, or will be complete by occupancy, modernization, or adaptive reuse for the space with modern conveniences. Space should allow for an efficient layout and office workflow. Space must provide maximum flexibility for systems furniture placement with few or no columns or other building or architectural obstructions. Space should have few curves or major offsets and must have large open areas to allow maximum design flexibility. Architectural features should not cause an inefficient use of space. ABOA SF does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code. Office Space and Building Requirements/Prohibited uses: Proposed space shall not be located on the first floor or below the first floor of the building. Proposed space shall not be located on the top floor of the building and rooftop access shall not be within GSA�s leased space. Proposed space shall not be located inside a shopping mall or shopping center. Proposed building entrance or parking shall not be located within 1,000 feet of: Day care facilities, abortion, mental health, drug rehabilitation clinics. Other exclusions include immigration, probation, public defenders, and/or social services (including but not limited to: Social Security Administration (SSA) and Department of Health and Human Services (HHS)) locations. Proposed space shall not be located in a high crime area (to be determined by agency�s security team) or an area that will necessitate more extensive and stringent building security than a generally progressive and alert neighborhood with a low crime rate. Normal Hours of Operation: 7:00 AM � 5:00 PM M � F; Offered space must be accessible 24/7. Other: Proposed building and offered space will be evaluated by the agency�s security team to confirm acceptability. This requirement will house a federal law enforcement office where employees can or have the potential to carry weapons, weapons will be stored on site and individuals may be temporarily detained and/or questioned. Secured and fenced on-site parking, with an automatic vehicular gate is required in accordance with the agency�s parking requirement. Not all minimum requirements are reflected in this advertisement. Offered space must meet all Government requirements contained in the RLP/Lease to be issued, including, but not limited to, the Agency Specific Requirements and Facility Security Level II requirements by the occupancy date per the terms of the Lease. The offered building and proposed space must meet Government technical and security requirements to include, but not limited to: fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 1-percent-annual chance/0.2-percent-annual chance floodplain (formerly referred to as �100-year�/�500-Year� floodplain). Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR). ). A map of the delineated area is provided for further clarification of the boundaries: Expression of Interest Submission Instructions/Requirements: Please provide the following basic information and descriptions pertaining to the building you propose for consideration. All submissions should include the following information: Name of Owner; Property authorization letter from the owner; Address or locational description of the building; Age of building; Total existing gross square feet; and gross square feet per floor; Site plan depicting the building and parking; Floor plan and gross square footage of the proposed space; Identification of on-site parking; A map demonstrating the building is within the delineated area; A map depicting the location of public transportation stops within proximity to the property; A map depicting the evidence of amenities within close proximity of the property; A list of current and any future tenants leasing space in the proposed building. Building owners must provide evidence of ownership. Non-owners (e.g. prospective developers/lessors) submitting a building must provide evidence of permission or authority granted by property owner to submit the building to GSA.
