Award Description: The primary scope of work of the project is the removal/replacement of damaged asphalt sections via asphalt patching to restore roadway stability. Approximately 16,310 square feet of asphalt roadway patching and repairs at Olmsted Locks and Dam. Solicitation Description: ***ONLY OPEN TO MATOC POOL W9123723D0003 THROUGH W9123723D0007 FOR SMALL BUSINESS SET-ASIDE*** With this Request for Proposal (RFP), the Contractor shall furnish all necessary management, personnel, materials, supplies, tools, equipment, fuel, and vehicles, except as otherwise provided herein, required to provide roadway surface repairs and construct new headwalls, wingwalls and a culvert replacement for Access Road 53 at the Olmsted Locks and Dam located at Olmsted, Illinois, as specified and in strict accordance with all Terms, Conditions, General, Specific and Technical Provisions, Drawings, Attachments, Exhibits, etc., contained herein or incorporated by reference. The Contractors work and responsibility shall include all planning, programming, administration, management, supervision, communications and inspection necessary to assure that all services are conducted in accordance with the contract requirements and all applicable Federal, State and local laws and regulations. The Contractor is required to attend a pre-performance meeting to be scheduled by the Technical Point of Contact (TPOC). LOCATION: Olmsted Locks and Dam 637 New Dam RoadOlmsted, IL 62970 This procurement is 100% set-aside for Small Business on MATOC Contracts W9123723D0003 through W9123723D0007, NAICS 237990 (Size Standard: $45 Million). Method of Payment under this contract will be Electronic Funds Transfer (EFT) to a commercial bank account specified by the contractor. One award will be made from this Solicitation. The contract award will be based on Lowest Price to the Government. The solicitation will be available on the web only. Faxed, telephoned, or mailed requests for this solicitation will not be honored. To download the solicitation for this project, contractors are required to register at the Federal Contract Opportunities website at SAM.gov. Technical questions pertaining to this project shall be posted to ProjNet per the instructions incorporated into the solicitation. Contractors are NOT to contact the Technical Point of Contact(s) (TPOCs) listed about the solicitation until an award has been made. No site visit will be held for this project. Please refer to the attached specifications, drawings, and pictures included in the Request for Proposal (RFP). Proposals will not be accepted for quantities less than the quantities specified in the price breakout schedule. Failure to submit a fully completed price breakout schedule with a unit price and total cost for all items listed will be considered as a material deviation from the requirements of the RFP and the proposal will be rejected. Proposals are due on 10 April 2026 at 01:00 PM Eastern Time. All proposals shall be submitted through PIEE per the instructions incorporated into the solicitation. Fax, telephoned, or mailed submittals will not be accepted. ***** Amendment 0001 ***** The price break out schedule was omitted from the original Request for Proposal (RFP) and has been included. ***** Amendment 0001 ***** ***** Amendment 0002 ***** Due to clerical error, Geiger Brothers, INC was not included in original RFP. New Due Date is 13 April 2026. ***** Amendment 0002 ***** ***** Amendment 0003 ***** Revised Specifications and Statement of Work are attached. See the Summary of Changes section of the RFP letter. New due date for proposals is 17 April 2026 at 1:00 PM EDT. To clarify from previous amendment letters, Performance and Payment Bonds will be required. Bid Bonds will NOT be required. ProjNet has been extended to 12 April 2026. Two (2) questions were received after ProjNet had closed. After review, the Government has decided to accept these questions and answers are provided within this Amendment 0004.
