Description

Amendment 0002 extends the deadline for bid submission to 06 FEBRUARY 2026. A forthcoming amendment will be posted to address concerns about stone supply for the 2026 work season. Amendment 0001 contains changes to the anticipated work schedule for second year of construction. An in-water work waiver was approved which allows second year construction to begin on 15 APRIL 2027. These changes are reflected in Section 01 35 13 of the attached Plans and Specs. In addition to this change to the work schedule, this amendment also contains information on a virtual pre-bid meeting which will be held on 20 JANUARY 2026 at 10:00 AM EST. A link to access this virtual meeting can be found at the end of Section L in the attached SF30. This posting is a solicitation to award a contract for a project on the Lorain Harbor on Lake Erie in the state of Ohio. The North American Industrial Classification System Code (NAICS) for this effort is 237990 � Other Heavy and Civil Engineering Construction. This will be a 100% Small Business Set-Aside competitive procurement. The magnitude of this project is between $10,000,000 and $25,000,000. The USACE, Buffalo District, requires the repair and rehabilitation of the Lorain Harbor West Breakwater in Lorain, Ohio. The breakwater is critical for harbor protection and safe navigation. The project will restore the structural integrity of the breakwater, which has experienced significant deterioration due to age and environmental conditions. Bonding will be required for this project; any offeror shall have the proper capabilities. Please be advised that this requirement may be delayed, revised, or cancelled at any time before award. SOLICITATION WEBSITE: The official solicitation and any subsequent amendments or updates, when posted, will be available free of charge by electronic posting only and may be found at Procurement Integrated Enterprise Environment (PIEE), https://piee.eb.mil/. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, using Adobe Acrobat Reader. To download the solicitation for this project, contractors are required to register at the Procurement Integrated Enterprise Environment (PIEE) website at https://piee.eb.mil/. Solicitation Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing the solicitation and any amendments by the Government prior to closing. It is the Offerors responsibility to monitor the website for any amendments or changes to the solicitation. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
