Regular Overhaul (ROH) for USNS RICHARD E BRYD (T-AKE 4) in the Indo-Pacific Region

Description

NAVSUP Fleet Logistics Center Yokosuka (FLCY) Site Singapore issues a competitive solicitation to accomplish the USNS RICHARD E BYRD (T-AKE 4) Regular Overhaul (ROH) without Dry-dock Availability as specified in accordance with the work item package listed in Section J, Attachment J-1. The scheduled period of performance is from 30 Mar 2026 to 28 May 2026. The place of performance shall be the contractor�s facility located in the U.S. 7th Fleet Area of Responsibility (AOR) with geographical restriction, excluding performance in India.The solicitation issued electronically via SAM.gov and interested parties must comply with this announcement. Offerors should monitor SAM.gov for any applicable amendments. Solicitation Section J attachments including specification references will not be posted to SAM.gov. Offerors must contact the point of contacts (POC) identified in the solicitation to coordinate transmittal via DoD Safe and include company's UEI number with the request for status verification in the SAM.Gov. Offerors shall be registered in SAM.Gov to be eligible for award. The Government anticipates to issue a Firm-Fixed Price (FFP) single award. The Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS) will guide this acquisition. The Government will not reimburse respondents for any questions submitted or information provided in response to this solicitation. Any questions or comments regarding this solicitation may be addressed to the POC of this announcement. Amendment 0001 issued to provide clarifications to questions received. Amendment 0002 provides clarifications to questions received. Amendment 0003 amends Section L and Section M, and provides clarifications to questions received. (Follow up - SF 30 and conformed copy) Amendment 0004 provides clarifications to questions received, change ROH period of performance from from 30 Mar 2026 - 28 May 2026 to 6 Apr 2026 - 4 Jun 2026, and solicitation closing date & time extended to 7 Jan 2026, 01:00 PM (Singapore Standard Time). NOTE: Solicitation Amendment 0004 (SF30) will be issued once the procurement system is accessible. Amendment 0005 amends Section A and provide clarifications to questions received.
