Description
Amendment six is being issued to: -Provide revision Five Request for Qualifications SF330 (Attachment One Five Revised Request for Qualifications) This amendment takes precedence. Changes are highlighted in this document to support a quick review. If there is any uncertainty, offerors are encouraged to submit clarification questions in writing only to GPSC5@usgs.gov. -Provide Question and Answers for the following questions received on December 5, 2025: 1. On the bottom of page 5 of the revised RFP (from amendment 5), there are two paragraphs that start with "Offer is responsible for ensuring that the customer references sited.." that contain slightly different language. For example, the following sentences are included in the first of the two paragraphs: "If an active IDIQ does not have an interim or final rating in CPARS, a PPQ must be submitted." "Active IDIQ�s that include multiple completed individual Task Orders are permitted to be used as a project for Section F." ...while the following sentence is included in the second of the two paragraphs: "A PPQ will be acceptable for an Active IDIQ that will not have a completed Period of Performance prior to December 31, 2025, if the CO is notified in the email submission of the PPQ that the PPQ is for an Active IDIQ." Can the government please clarify the RFP language regarding PPQ instructions? Response: The first paragraph has been removed in the updated request for SF330 "Amendment Six". 2. Additionally, these two paragraphs state that "Projects and PPQs submitted must be for projects (Active and Completed IDIQ's and Completed Task Order's/Individual Projects) that have a Period of Performance that falls within the dates starting on or after January 1, 2020, and ending on or before December 31, 2025." However, the following sentence states that "A PPQ will be acceptable for an Active IDIQ that will not have a completed Period of Performance prior to December 31, 2025, if the CO is notified in the email submission of the PPQ that the PPQ is for an Active IDIQ." Can the government please clarify the RFP language to reflect the updates to the period of performance requirements? Response: Below is the updated language in the updated request for SF330 "Amendment Six" All projects listed in Section F of the SF330 must have a PoP that begins on or after January 1, 2020 and ends on or before December 31, 2025. Exception for Active IDIQs: If an IDIQ is currently active and its PoP extends beyond December 31, 2025 (i.e., it will not be completed by that date), the Government will accept a PPQ for that project provided that: The project is listed in Section F. The PPQ is submitted by the deadline. The offeror explicitly identifies in the email submission that the PPQ corresponds to an Active IDIQ. This exception is intended to allow consideration of ongoing IDIQ contracts that are relevant and demonstrate current performance, even if their PoP extends beyond the stated end date. We appreciate your attention to detail and encourage offerors to ensure that all PPQs are submitted by the deadline of January 14, 2025, 5:00 PM ET, to GPSC5@usgs.gov, and that each PPQ clearly identifies the associated project and its status (active or completed). 3. The revised RFP language (Amendment 5) states that "A PPQ will be acceptable for an Active IDIQ that will not have a completed Period of Performance prior to December 31, 2025, if the CO is notified in the email submission of the PPQ that the PPQ is for an Active IDIQ. PPQ�s must be submitted to the Contracting Officer no later than January 14, 2025, 5:00 PM ET via email to GPSC5@usgs.gov." If a PPQ has already been submitted (prior to RFP Amendments) by the client, may the offeror notify the CO via email regarding active projects? Response: Yes, if a PPQ has already been submitted prior to RFP Amendments by the client, offeror may notify the CO via email regarding the active projects. 4. Amendment 2 Q&A question #4 reads: "Q. If an IDIQ contract is presented as one of the Section F projects, is a task order awarded under that IDIQ contract allowed as a separate Section F project, as long as that task order is not referred to in the IDIQ-Section F Project? A. Yes, as long as the Task Order is not referred to in the IDIQ-section F, and must have a clear description and relevance listed in Section F." Amendment 4 Q&A question #1 reads: "Q. Several questions have been answered with new information not reflected in the amended pre-solicitation synopsis. For example, the synopsis does not state that projects must be completed (e.g., answer to the fifth question to the first QA on 11.20.25). During this procurement process, when there is a conflict, discrepancy, or for instance, new direction provided in QA that is not reflected in the amended synopsis, which document takes precedence? A. In the event of a conflict or discrepancy between the amended synopsis and the responses provided in the Q&A, the most current and formally issued synopsis documents (including any amendments take precedence. If there is any uncertainty, offerors are encouraged to submit clarification questions in writing to GPSC5@usgs.gov." The latest Amendment 5 revised RFP does not contain language pertaining to responses from Amendment 2, question #4. Can the government please confirm that the response from Amendment 2, question #4, remains valid for both Section F and Section E projects? Response: The following language was added to the request for qualifications "Factor A": Note: If an IDIQ contract is listed as a Section F project, a Task Order issued under that IDIQ may be submitted as a separate Section F project only if all of the following conditions are met: The Task Order is not referenced or described in the IDIQ's Section F submission. The Task Order contains a clear and distinct scope that is not duplicative of the IDIQ. The Task Order is independently relevant to Section F. And "Factor C": Note: If an IDIQ contract is listed in Section E "Relevant Projects", a Task Order issued under that IDIQ may be submitted as a separate Section E relevant project only if all of the following conditions are met: The Task Order is not referenced or described in the IDIQ�s Section E relevant project. The Task Order contains a clear and distinct scope that is not duplicative of the IDIQ. The Task Order is independently relevant to Section E. 5. Please confirm if PPQ's are required to be included in the SF330 response, in addition to having our client submit directly to the Contracting Officer no later than January 14, 2025, 5:00 PM ET via email to GPSC5@usgs.gov. Response: PPQ's must be submitted individually, NOT with the SF330 submission.
