Description
THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service, Contracting Operations (ConOps) East, intends to issue a Solicitation for a Roof Replacement at the Point Park Visitor Center for NPS, Chickamauga/Chattanooga National Military Park. The purpose of this project is for the removal and replacement of the asphalt shingle roof, associated flashing, and guttering at the Point Park Visitor Center within the Chickamauga/Chattanooga National Military Park (CHCH). The existing asphalt shingle roof is approximately 18 years old and covers an area of approximately 4,000 square feet. The roof is at the end of its useful life and requires complete replacement. The goal is to provide a durable, watertight, and aesthetically appropriate roofing system that complies with all applicable National Park Service (NPS) standards, local building codes, and historical preservation guidelines. This procurement will be set-aside for Small Business (SB) firms. The NAICS code is 238160 - Roofing Contractors, with a small business size of $16,500,000.00. The PSC is R499: Support - Professional: Other. All interested offerors MUST have an active vendor record in SAM.gov, be a small business under the identified NAICS code and NOT have any exclusions such as a delinquent federal debt or debarment. SITE VISIT: Only one formal (1) site visit will be scheduled as part of this solicitation, and no individual site visits will be allowed. All questions shall be submitted electronically to the Contracting Officer for formal responses. Details will be provided with the solicitation when it's published. TYPE OF CONTRACT: A single firm-fixed-price contract is expected to be awarded from the solicitation. Davis Bacon prevailing wages for Catoosa County, Georgia will apply for this requirement. See wage rate attachment or GA20260319 on WDOL.gov will apply. The Government intends to award (1) one contract resulting from this solicitation to a responsible offeror whose offer conforming to the terms and conditions of the solicitation will be the most advantageous to the Government, price and other factors considered. The formal solicitation will be posted on System for Award Management (sam.gov) on or about April 06, 2026. This date is subject to change. Hard copy documents, including drawings, will not be available with this announcement. All available documents will be posted with the solicitation for download, when published. Offeror's proposals will be due approximately 30 days after issuance of solicitation unless extended by amendment. This notice is for informational purposes only and is not a request for submission of proposals. The Government is not obligated to issue a solicitation because of this notice. No other information is available until issuance of the solicitation. After issuance of solicitation, send any inquires via email (No phone calls accepted) to jade_bynum@ios.doi.gov by 1:00 pm (ET) on April 27, 2026 (This date is subject to change). No oral questions will be accepted. NOTE: No additional information is available until the formal solicitation is released. No offeror list is maintained by the Contracting Officer; however, you can add your name to the "Interested vendors" in the solicitation and the system will notify you of any updates.
