Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI does NOT constitute a Request for Proposal and is not to be construed as a commitment, implied or otherwise, by the Government that a procurement action will be issued. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of the requested information. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow up information requests. Responses to this RFI may be considered in the future determination of an appropriate acquisition strategy for the program. The Government may not respond to any specific questions or comments submitted in response to this RFI or information provided as a result of this request. Any information submitted by respondents as a result of this notice is strictly voluntary. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. Overview: The Survey of International Air Travelers (SIAT), is a primary research program conducted monthly since 1983, which provides statistical data on visitation patterns, traveler and spending characteristics of international air passenger markets (overseas, Mexico air, and Canada air), used by the U.S. government to calculate travel trade statistics and also used to facilitate and guide planning (market selection and justification, marketing and promotion, media outreach, partner developments, policy developments and related items) in both the public and private sectors. The international traveler market is inclusive of overseas countries, Mexico air, and Canada air travelers. NTTO focus, based on UN WTO standards, is on �visitors� (specific visa types and those who spend 1+ nights in the U.S.) NTTO began to collect �land travel� data from Canadian and Mexican residents in 2023 and 2024, respectively. The Contractor shall understand and demonstrate knowledge of the international travel market, international travel research techniques, sampling methodologies, questionnaire design, data processing, report production, and survey logistics and shall become knowledgeable on the current SIAT methodology, and how this program is differentiated from other surveys. The U.S. government is seeking a proven solution for a system to provide data which will meet the requirements of the performance work statement (PWS).
