NOTICE TYPE: Special Notice NOTICE OF INTENT TO AWARD A SOLE-SOURCE Description: The 17th Contracting Squadron/PKB, intends to award a sole source firm fixed-price contract for a requirement that will replace the 17 SFS CATM target retrieval system which was originally implemented in 2009 from Action Target, this company is the singular source GSA contract to fulfill the requirements per UFC 4.179-02 SMALL ARMS RANGES. CLINS: CLIN 0001 � Replacement of Target Retrieval System IAW the Statement of Work (SOW). - 1 Job All services will be provided by: Action Target Inc. 3411 S Mountain Vista PKWY Provo, Utah 84606-5563, United States CAGE: 0N2W7 Justification: 1. Contractor's Unique Qualifications: Action Target is uniquely qualified as the Original Equipment Manufacturer (OEM) of the entire, fully integrated firing range system installed at Goodfellow AFB in 2009. They possess exclusive proprietary knowledge of the engineering, control software, and safety interlocks that bind the target retrieval system to the range's other critical components. Furthermore, as the incumbent maintenance provider since 2008 and current contract holder until 2027, they have unparalleled, site-specific experience and a proven performance record with the 17th SFS. Their specialization in manufacturing systems to meet specific Air Force Courses of Fire further distinguishes them from any other potential source. 2. Nature of the Acquisition: This acquisition is for a follow-on upgrade to highly specialized equipment. It is not for a standalone item, but for a component of a larger proprietary ecosystem. Awarding to another source would force them to interface with Action Target's proprietary equipment, voiding the Government's warranty on its installation. The Government is not aware of any other vendors that are authorized by Action Target Inc. to provide these services without compromising the required criteria cited in the sole source justification letter. The Government intends to acquire this requirement under the guidelines of RFO Parts 6 and 12. The Government intends to solicit and negotiate directly with Action Target Inc. in accordance with RFO 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements, (a) Authority, (1) Citations: 10 U.S.C 3204(a)(1). This is not a solicitation for competitive quotes. However, if any interested party that can provide this product without compromising the required criteria, you may submit a statement of capabilities that may be considered by the 17th Contracting Squadron. A statement of capabilities must include the details of the parts listed above including manufacturer authorization, and a price list. These requirements shall be received by 1300 (CDT) on 03 July 2026. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of the required equipment while also be authorized by the manufacturer. The capability statement, a price list and any other information furnished must be provided via email and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements.
