AMENDMENT TO DRAFT REQUEST FOR PROPOSALS (RFP) DATED JUNE 10, 2026 IMPORTANT DISCLAIMER: TRANSPARENCY AND LIMITATION OF COMMITMENT This requirement is currently in the market research and acquisition planning stage. The Government is posting these Q&A responses and draft updates solely for the purpose of transparency and market engagement. Please be explicitly aware of the following: No Formal Commitment: The responses, strategies, and potential inclusions discussed in this amendment do not constitute a binding commitment by the Government. As this requirement continues through the formal internal review and approval processes, and as the acquisition timeline matures, the information provided herein may prove to be inaccurate. The Government explicitly reserves the right to retract, revise, or entirely abandon any stated positions or strategies. Future Questions: The Government will entertain formal questions again upon the release of the Final RFP. However, as noted in this document, the foundational acquisition strategy and structural requirements will be firmly established and locked in at that time. 1. Purpose of Amendment The purpose of this amendment to the Draft Request for Proposals (RFP) is to formally address the questions and feedback received from industry regarding the initial draft release. Specifically, this amendment seeks to clarify the Government�s acquisition strategy, emphasize our commitment to small business participation, provide clarity on the Indefinite Delivery/Indefinite Quantity (IDIQ) award structure, and establish boundaries for ongoing market research. 2. Small Business Participation and Government Intent The Government noted a lower-than-anticipated volume of responses from small businesses during the initial Draft RFP feedback period. The Government explicitly emphasizes its strong intent to capture, include, and maximize opportunities for small businesses (including 8(a), HUBZone, SDVOSB, and WOSB entities) in this procurement. We view small business participation as critical to the success, agility, and innovation required for this requirement. We highly encourage small businesses to team, partner, or bid as prime contractors, and we are actively evaluating our evaluation criteria to ensure there are no unnecessary barriers to small business entry. 3. Industry Feedback and Acquisition Strategy Considerations We sincerely thank industry for the robust questions and feedback submitted. The Government has reviewed all feedback. While we are not committing to specific changes in the acquisition strategy at this time, we are actively considering inclusions to the final RFP to address the primary concerns raised by industry. Specifically, we are reviewing the following areas based on your input: Evaluation Factors: Considering inclusions to address concerns regarding how past performance and technical capabilities will be weighed, particularly for emerging small businesses or joint ventures. Pricing Structure: Considering inclusions to address feedback indicating that the proposed pricing model may create an unbalanced risk or burden for small business offerors. Security Clearances: Considering inclusions to provide clearer guidance on the timeline and requirements for facility and personnel security clearances, specifically delineating requirements at the base IDIQ level versus the task order level. 4. Notice of Small Business Reserve and Evaluation Strategy Clarifications The Government intends to include FAR 52.219-31, Notice of Small Business Reserve, in the Final RFP (this clause was omitted from the Draft RFP). In accordance with this clause, eligible small business concerns "shall submit one offer that addresses each portion of the solicitation for which it wants to compete," and contract awards "will be based on criteria identified elsewhere in the solicitation." To ensure clarity regarding the evaluation and award process, the Government explicitly outlines the following intentions: Functional Area Reserves: The Government intends to reserve at least one small business award for each of the Operations, Maintenance, and Sustainment functional areas, subject to proposal evaluation results and the number of small business respondents in accordance with FAR 52.219-31. Evaluation and Ranking: The Government is considering establishing a reserve under RFO 19.112 rather than applying different evaluation standards within the same competitive pool. Consequently, unrestricted offerors and reserve offerors will be evaluated and ranked separately for award purposes. Qualification Requirements: Separate reserve awards will be established with clearly disclosed qualification requirements. For the Operations, Maintenance and Sustainment functional areas, offerors will be permitted to qualify based on a subset of the requirements, rather than being forced to demonstrate capability across the entire functional area. IDIQ Scope Applicability: Offerors are advised that receiving an IDIQ award does not constitute a Government determination that the contractor is capable of performing every task area within the functional area. PURPOSE OF THIS DRAFT: THE PRIMARY OBJECTIVE IS TO SOLICIT FINAL TECHNICAL FEEDBACK AND ENSURE THE CLARITY OF THE STATEMENT OF WORK (SOW).
