Description

Due to the complexity and nature of this requirement, the extent of specimen accrual, maintenance, data management, storage and distribution of the brain tissues is unknown. As a result, uncertainties involved in contract performance do not permit costs to be estimated with sufficient accuracy to use any type of fixed-price contract. Therefore, a cost reimbursement type contract was used for this acquisition due to the absence of precise specifications and difficulties in estimating costs with accuracy.
