Description
Acquisition Description: This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with Mathworkds Inc. The National Institute of Health (NIH) requires Matlab software. Matlab is a programming platform designed specifically for scientists and engineers by The MathWorks, Inc. of Natick, MA. US. Matlab Combines a desktop environment tuned for Iterative analysis and design processes with a programming language that expresses matrix and array mathematics directly. Matlab Is a programming environment for algorithm development, data analysis, visualization, and numeric computation, for the NIH Clinical Center�s needs. Renewal of MATLAB Campus-Wide Suite support and maintenance is essential to sustain NIH Clinical Center�s research and educational mission. This requirement ensures that staff and researchers have uninterrupted access to critical computational tools, technical support, and product updates necessary for advancing biomedical innovation. Justification: The MathWorks, Inc. is currently the sole source for Institute-Wide Licenses in North America. In addition, MathWorks is the sole provider of Software Maintenance Service for MathWorks products in North America. Place of Performance or Delivery: The estimated Period of Performance is: January 1, 2026 � December 31, 2026 Place of Performance: NIH Clinical Center in Bethesda, MD The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-CC-26-000847) by 9:00 AM eastern standard time on 01/15/2026 to: lu-chang.lu@nih.gov All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
