Description
NOTICE OF INTENT The 502d Contracting Squadron intends to award a sole-source purchase order to AIR BOSS AND CONSULTING INTERNATIONAL, INC. (cage code 1QJJ7), under the authority of FAR 13.106-1(b)(1)(i). This is a sole-source purchase order based on only one responsible source and no other supplies or services will satisfy agency requirements. The Contracting Officer (CO) may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name or industrial mobilization). Due to the unique capability and nature of the requirement, AIR BOSS AND CONSULTING INTERNATIONAL, INC. has direct knowledge of the type of services needed to accomplish Air Boss Services being requested at JBSA Randolph to ensure a safe and entertaining air show. This notice of intent is neither a request for competitive quotes nor a solicitation for offers. Interested persons may identify their interest and capabilities for fulfilling this requirement. Information received will be considered for the purpose of determining whether to conduct a competitive requirement and is solely within the discretion of the Government. Interested parties stating capability shall provide the following, but not limited to: Shall demonstrate expertise in understanding and applying airspace rules. Shall have experience conducting complex and remote air show operations as defined in the Flight Standards Information, Management System, as well as experience in controlling aerial demonstrations utilizing ground based and/or airborne pyrotechnics. Shall have experience with USAF & FAA coordination and regulations, inclusive of Air Traffic Control Procedures and Airspace requirements. Shall have 20+ years of Air Boss Experience and provide experience/references for a minimum of 9 large air shows (100,000 + attendees) over the last three (3) years. Shall have experience as a Pilot and Airshow Instructor to enable understanding of the airshow environment and procedures. Shall have experience in operations with DoD Military Jet Teams to include, but not limited, to the USAF Thunderbirds, USN Blue Angels, and/or RCAF Snowbirds. Currently be Air Boss Certified and provide a copy of Certification. Possess a copy of FAA Letter of Authorization (LOA), to act as a recognized Air Boss (Multiple Venues) (RAB/MV) without restrictions and provide a copy of LOA Letter. Hold and provide a valid certificate of liability insurance (for individual and/or company) in an amount of no less than $1,000,000 personal injury and $1,000,000 per occurrence.
