THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. July 3, 2025. INTENT TO SOLE SOURCE �BAGSUITS AND HOODS The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Contracting Office (Code 400) provides this notice of its intent to award a sole-source, firm-fixed-price contract to Frham Safety Products Inc for Bagsuits and Hoods. Frham Safety Products Inc is the Original Equipment Manufacturer (OEM) and the only source authorized to provide the required equipment parts. This acquisition is being processed as a sole source award under the authority of FAR 13.106-1(b)(1)(i), which allows for solicitation from a single source when circumstances deem only one source reasonably available. A Justification and Approval for Other Than Full and Open Competition has been prepared to support this determination. Requirement: Bagsuits and Hoods Intended Awardee: Frham Safety Products Inc Expected Award Date: Approximately September 10, 2025 NAICS Code: 313110 � Textile and Fabric Finishing Mills Business Size Standard: 1000 Product Service Code (PSC): 4470- Nuclear Reactors THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY AND IS NOT A REQUEST FOR QUOTES OR OFFERS. No solicitation will be issued. However, interested parties who believe they can meet this requirement are encouraged to submit a statement of interest and capabilities by July 10, 2025, at 10:00 AM Pacific Time. Responses must be submitted via email with the subject line: RESPONSE TO INTENT TO SOLE SOURCE For BAG SUITS AND HOODS A determination to compete this requirement, based on the responses received, is solely at the Government's discretion. Information submitted will be used primarily to inform future procurement decisions. The PSNS and IMF Contracting Office (Code 400) will not be responsible for any costs incurred by interested parties responding to this notice. Only written responses will be considered. A determination to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. PSNS and IMF Contracting Office (Code 400) will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Purchasing agent, Carolyn George by email at Carolyn.George@navy.mil. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
