THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THE PURPOSE OF THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY. RESPONSE TO THIS ANNOUNCEMENT WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. A SUBSEQUENT SOLICITATION ANNOUNCEMENT MAY FOLLOW. RESPONSES TO THIS ANNOUNCEMENT WILL NOT BE CONSIDERED AS AN ADEQUATE RESPONSE TO ANY FUTURE ANNOUNCEMENT. Joint Base Charleston, located in Charleston, SC seeks a contractor to provide all management, tools, supplies, equipment, transportation, labor, supervision and management necessary to provide Waste Water Treatment Plant (WWTP) operation and maintenance services, at Joint Base Charleston � Weapon Station (JB CHS-WS) Short Stay Recreational Area located on Lake Moultrie, Moncks Corner, South Carolina in accordance with all Federal, State, and local laws and regulations, latest editions of Air Force Instructions (AFI), manufacturer�s maintenance manuals or applicable industry standards. The plant was manufactered by Pro-Water Systems, Inc. The corresponding model number is C-30-HS, with a design flow of 30,000 GPD. This requirement includes operation and maintenance for the JB CHS-WS Short Stay WWTP, Water Distribution System, Waste Water Collection System, and RV Dump Station. The contractor shall maintain (i.e., perform preventative maintenance, repair systems, flush waterlines, water quality testing, etc.) and keep all systems specified in a constant state of operation, 24 hours a day/7 days a week. The Government is seeking responses from all qualified small businesses. Those wishing to identify their capability to provide their aforementioned services should respond to this announcement via email to jalen.williams.8@us.af.mil and taylor.mcdaniel.1@us.af.mil no later than Wednesday, 11 February 2026 at 5:00 PM Eastern Standard Time. Interested parties should provide the following information: (1) Company Name, Company Address, Point of Contact, Phone Number, Email Address, DUNS number, and CAGE Code. (2) Capability Statement and/or information you wish to provide about your business. (3) Three customer references to which your business has provided similar services. (4) Your small business size representation for NAICS 221320 � Sewage Treatment Facilities (e.g., is your business small or large? If small, is your business VOSB, SDVOSB, WOSB, EDWOSB, HUBZone, 8(a), etc.?). The Size Standard for NAICS 221320 is $35M. (5) Do you believe this acquisition should be assigned a different NAICS other than 221320 � Sewage Treatment Facilities? If so, which one? (6) Do you believe this acquisition should be assigned a different PSC other than S222 � Housekeeping�Waste Treatment/Storage? If so, which one? (7) What plant(s) by manufacturer type, and plant size(s) does your company�s operators have experience operating (e.g., small/large, and capacity by gallons)? (8) Does your company have any operators with a South Carolina Group B-B certification (or higher)? Please specify if operators are in-house or subcontracted personnel in your response. (9) Are there any additional certifications that your company requires personnel to obtain? (10) Does your company typically hire part-time or full-time personnel for performing similar or related services? (11) Does your company require operators to be present prior to and during laboratory sample collection? (12) What measures are taken by your company to ensure samples are not exceeding permit limits? (13) What equipment (e.g., tools) does your company use when performing WWTP services? (14) Has your company previously encountered noncompliance issues (e.g., NOV) with a permitted WWTP? If so, what measures (including a Plan of Action) did your company take to correct the issue(s)?
