Description
1. The Intent The U.S. Air Force intends to award a sole-source contract to The Boeing Company (CAGE Code 81205). This award covers the first five years of Contract Logistics Support (CLS) for the VC-25B Presidential aircraft at Joint Base Andrews, MD. The Contracting Office is Presidential and Executive Airpower Directorate, AFLCMC/WV, 2590 Loop Rd W., Bldg. 558, Wright-Patterson AFB, OH 45433-7108. 2. The Requirement The contractor will be responsible for sustaining the Presidential "no fail" mission. The scope of work includes: Aircraft maintenance and repair (including engine and Depot-level maintenance). Contract Field Team (CFT) support. Aircraft modifications. Contractor Operated and Maintained Base Supply (COMBS) management. Support equipment and technical data management. Training, quality program management, and rigorous security execution. Engineering Services 3. The Justification In accordance with RFO 6.103-1 (Only One Responsible Source), Boeing is currently the only vendor capable of fulfilling this requirement. As the Original Equipment Manufacturer (OEM) of both the commercial 747-8 and the customized VC-25B, Boeing uniquely possesses: The exact facilities and infrastructure capacity required. A specialized workforce with the requisite high-level security clearances. Over 30 years of direct experience sustaining the Presidential mission via the VC-25A program. The Boeing Company is the sole owner of the technical data, drawings, and software source code required to sustain the VC-25B aircraft for the first five years of CLS and the USG does not have sufficient license rights in the technical data, drawings, and software source code to competitively sustain the VC-25B aircraft during that period. 4. Instructions for Industry This is a Notice of Intent, not a formal Request for Proposals (RFP) or solicitation. The Air Force does not intend to publish additional information regarding this specific five-year requirement. However, responsible sources who believe they can fully satisfy this requirement may submit a capability statement, proposal, or quotation. The Air Force will evaluate all submissions received before making a final determination to proceed with the sole-source award. Deadline: Submissions must be received within 15 calendar days of the posting of this notice. Required Details: All respondents must explicitly state: Company Name, CAGE code, and UEI number; Documentation showing its legal right to any technical data (if applicable); Demonstrated experience performing CLS on aircraft systems and a description of its ability to meet the mission-critical timeline without a gap in service. Their business size and socio-economic status (e.g., Large Business, Small Business, 8(a), WOSB, HUBZone, VOSB, SDVOSB). Whether the firm is U.S.-owned or foreign-owned.
