Description

The Defense Health Agency (DHA) intends to award a Firm Fixed Price sole source purchase order on behalf of the Defense Centers for Public Health - Aberdeen to SCIAPS, INC., located at 7 Constitution Way, Woburn, MA 01801, under the authority of RFO 12.102(a), Restricting Competition. This requirement is for the purchase of an X-550 XRF Lead Paint Analyzer. SciAps is the Original Equipment Manufacturer to supply this specific lead paint analysis industrial hygiene sampling equipment. This equipment is needed to replace existing outdated and inoperable SciAps Equipment in inventory. The SciAps X-550 will be used to accurately conduct industrial hygiene surveys for the Department of War (DoW) requiring lead paint analysis. The current inventory of this specific equipment no longer has compatible software and is unreliable. A new SciAps Lead Paint Analyzer is needed to continue uniform analysis. Further, this XRF Lead Paint Analyzer can only be purchased through the Original Equipment Manufacturer, SciAps Inc., as SciAps�s Analyzers are sold by them factory direct, and not through dealers or distributors. Without this equipment, the Industrial Hygiene Field Services (IHFS) Division will not be able to perform analysis surveys, thereby resulting in mission failure for the Department of War. This is a notice of intent to issue this solicitation on a sole source basis. This notice of intent is NOT a Request For Quotations (RFQ). Any other firms desiring consideration must fully identify their interest and capability to provide these services no later than 26 June 2026 to the individual listed below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest in writing, to the Government Point of Contact. Responses to this notice must be received no later than 11:00am Eastern Standard Time, 26 May 2026.
