Solicitation: PINGMapper Python Programming Services This solicitation for commercial products or services is prepared in accordance with Revolutionary FAR Overhaul (RFO), Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, Federal Acquisition Circular (FAC) 2026-01, effective date March 13, 2026 (Deviation April 20, 2026) which can be accessed at: https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-12. The full text of provisions and clauses incorporated by reference in this solicitation may be accessed electronically at https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-52. Please see attachment for Federal Acquisition Regulation (FAR) provisions and clauses applicable to this solicitation. ANTICIPATED AWARD OF PURCHASE ORDER FOR THIS REQUIREMENT WILL NOT RESULT IN STATUS AS A FEDERAL EMPLOYEE. All interested parties must be actively registered in the System for Award Management (SAM) at the time of submitting a quote to be considered for an award of a federal contract. For information, review the SAM website at www.SAM.gov. Solicitation # 140G0326Q0120 is issued as a request for quote (RFQ). This announcement constitutes the only solicitation. Firm, fixed-price quotes are being requested and a separate written solicitation will not be issued. This acquisition is an unrestricted opportunity. The U.S. Geological Survey (USGS), California Water Science Center (CWSC) requires custom computer programming services to modify PINGMapper source code for studies involving reservoir sediments and effects on benthic substrates and ecological habitats in the downstream river environment of Klamath River, California in accordance with the attached performance work statement (PWS), Section 508, FISMA, provisions, and clauses. This work requires expert level knowledge in geospatial analysis of sonar data in river environments and expert level skill in PINGMapper source code and Python programming. Estimated period of performance: July 1, 2026 - June 30, 2027 Evaluation method is Trade-Off. Please see evaluation factors as described in FAR 52.212-2 in the provisions of attachment mentioned above. It is the responsibility of all interested parties to check back periodically for any amendments to the solicitation. All amendments must be signed and included when the quote is submitted. Award will be made in accordance with RFO, FAR Subpart 12.204, Award. Anticipated award date is June 29, 2026. All responsible sources may submit a quotation which will be jointly considered DOI and USGS. If interested, please include the following in your quotation: 1. Firm, fixed price 2. Sufficient information to be considered for evaluation factors 3. Signed, standard form (SF) 18 4. SAM UEI# **Please submit your technical quote and price quote as separate attachments. Questions due: June 17, 2026 at 0900 hours Eastern Time Quotations are due as indicated under the `Date Offers Due' field at the top of this solicitation. Quotations are accepted only by email to Joahnne_Ongjoco@ios.doi.gov. Hardcopy or submission by other means will not be considered.
