Amendment to the solicitaiton: The purpose of this amendment is to: 1) Add the NAICS Code 541720 on page 55 of 71. 2) Delete Clause 52.228-7 from page 36 of 71. 3) Delete/Disregard the statement on page 13 of 71 under Public Administration SME. "The evaluators must have an academic background in law, and at least three years of experience as a practitioner of the accusatorial criminal justice system. 4) This is a new requiment and there is no incumbent. All other content and items in this solicitation will remain the same. If necessary, the Government will extend the task order by six months, pursuant to FAR 52.217-8 (Option to Extend Services). DESCRIPTION OF SERVICES Background - This is a new requirement International Narcotics and Law Enforcement (INL) leads the Department of State (DOS) anti-crime and counter-narcotics efforts in Mexico. INL's mission is to minimize the impact of international crime and illegal drugs on the United States, its citizens, and partner nations by providing effective foreign assistance and fostering global cooperation. The Merida Initiative, signed in 2008, is an unprecedented partnership between the United States and Mexico to fight organized crime and associated violence while furthering respect for human rights and the rule of law. In 2008, the Mexican Congress approved a Justice Sector Reform effort to transition from a traditional mixed inquisitorial justice system toward a more efficient oral, accusatorial model. In order to monitor reform progress within the different Attorneys' General Offices (AGO) in all 32 Mexican states, assess the adequate implementation of Mexican prosecutors' newly-assigned roles and responsibilities and document the effective targeting of USG investment in this reform, INL Mexico developed a tool that provides information regarding how and in what context Mexican prosecutors make decisions within the Accusatorial Criminal Justice System (ACJS) and the factors that lead to these decisions. The Process Mapping for State Prosecutors Tool (Tool) identifies the substantive processes followed by Mexican State Prosecutors under Mexico's ACJS and identifies performance indicators and efficiency gaps along the processes. It is important to note that the Tool and accompanying documents are semi-final products that will be provided to the winning proposal five days after award notification. Purpose The purpose of this project is to apply the Tool and obtain qualitative and quantitative information in areas of opportunity within state AGOs in Mexico. This project will produce state-by-state detailed and executive-level reports for every AGO in Mexico. The Detailed Reports will offer an in-depth explanation of the evaluated state's socio-demographic and criminal context, information about the organizational structure and geographic distribution of the AGO, and the tool will assist in assessing how the key decisions are made by the AGO in each region through application of the Tool. The Executive Report will offer precise information to make public policy decisions. This report will highlight potentially problematic areas in the decision-making criteria at three levels (regulatory, institutional and individual).
