This is a "REQUEST FOR INFORMATION" only. This Sources Sought Notice is not a request for formal proposals or quotes. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HUBZone and other Small Businesses interested and capable of providing the services described below. Documentation on technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. This Sources Sought is for the New York Harbor (Margaret Cochran Corbin Campus) VA Medical Center (VAMC) (Formerly Manhattan VAMC) located at 423 East 23rd Street, New York, NY 10010, who have a requirement for Triennial Electrical Power Distribution Maintenance and Testing Services for one (1) base year pus the provision of four (4) option years. A site visit may be included in the official solicitation. All parts, labor, fees, and materials shall be included in the purchase order to perform: Contractor/s shall be licensed professionals experienced in electrical testing and maintenance per ANSI/NETA MTS and VHA Directive 1028. Work shall be performed during calendar year 2026 and completed within six months (6). Option years may be included in the solicitation to cover the next period of triennial testing forecasted for calendar year 2029. Contractors shall utilize calibrated instruments and OSHA/NFPA 70/110 compliant PPE. Infrared Thermographic Surveys shall be performed on energized equipment. Provide detailed maintenance and testing report post-inspection. Equipment List: Switchgear and switchboard assemblies, transformers (Dry-type and Oil-filled), switches, circuit breakers, and protective relays (including all PT and CTs) Detailed equipment list will be provided at time of solicitation. One-line diagrams will be provided at time of solicitation. Responses to this notice shall include the following: Company name, address, point of contact (phone and email), DUNS/SAM UEI number Type of business (e.g. SDVOSB, VOSB, HubZone, 8(a), WOSB, Small Disadvantaged Business, or other Small Business) Capability Statement addressing the Company s qualifications and ability to perform according to description above Subcontracting plans (note the limitations on contracting at 50% for services, FAR 52.219-4, Limitations on Subcontracting, and/or VAAR 852.219-75/852.219-76) Contractor shall be registered in SAM.gov. The NAICS Code is 811310 with a Small Business size standard of $12.5 million. SDVOSB/VOSB vendors shall be registered in the SBA VetCert Database. Any offeror capable of providing this service shall notify the Contract Specialist no later than December 19th, 2025, 12:00 pm EST.
